The Program Manager, Lead Services coordinates and manages all lead replacement programs within DC Water. The incumbent coordinates activities within the program to optimize use of resources, and manages weekly/monthly reporting to management, Board, DOEE, and public. Attends public meetings/activities and interacts with customers, elected officials, neighborhood events, and other stake holders.

Essential Duties & Responsibilities:

  • Coordinates and manages all aspects of the lead replacement programs within DC Water by providing daily planning, administration, and management for all aspects of the various lead replacement programs within DCW.

  • Coordinates closely with DC Water Lead Service Line Replacement Teams and Management, Lead Program Steering Committee and their consultants, as well as DOEE, public, and other entities related to the Lead-Free DC effort.

  • Develops and updates workflows, Operation Manuals, Standard Operating Procedures (SOPs), and other material related to the project.

  • Analyzes data and provides reports and recommendations for improved workflow efficiencies. Coordinates production of daily/weekly/monthly status reports as necessary.

  • Develops strategies to meet process objectives and collaborates with staff to implement policy and procedural changes.

  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and prepares status reports for Authority management, as well as presents to DC Water Management and Board.

  • Prepares budget justifications for specific areas of responsibility. Prepares and monitors program budget and expenses.

  • Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.

  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Considerable interaction with employees at all levels of the Authority, and with officials and employees of other governmental and non-governmental agencies.

Required Experience:

Five (5) years of progressive experience in directing projects, interacting with staff and public, and reporting data to management.

Minimum Education Requirements:Bachelor's degree in Public Health, Environmental Science, Engineering, Construction, Business, or related field from an accredited college or university or a high school diploma or General Educational Development (GED) certificate and nine (9) years of progressive experience in directing projects, interacting with staff and public, and reporting data to management. Required Skills: Project managementWorking knowledge of managing and developing environmental programsEffective delegation of work and project performance managementAnalytical, planning, and organizational skillsInter-agency liaison and customer outreach skillsConflict resolutionVerbal and written communication skillsProficient in use and knowledge of applicable software programs (e.g., Excel, scheduling software, GIS, work order managing software, Word, email, etc.). Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or extreme hot temperatures.

Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mist, gases or poor ventilation, or exposure to oils or other chemicals on construction sites and at plant locations.

Extensive keyboarding for data and reports. Attend late evening and weekend meetings with homeowners, neighborhood events, and other events related to the Program.
