Program Manager – IT Transformation

Location: Brussels, Belgium
Start Date: September 1, 2026
Duration: Until December 31, 2026, extendable
Work Regime: Full-time | Hybrid

We are looking for an experienced Program Manager to take control of complex IT programs, strengthen governance and ensure successful delivery within budget, scope and regulatory constraints.

Key Responsibilities:

• 
  Structure and manage strategic IT programs and roadmaps.
• 
  Assess program maturity, risks, performance and organizational challenges.
• 
  Lead the recovery of troubled programs affected by delays, budget issues or governance gaps.
• 
  Establish effective governance, KPIs, reporting and steering committees.
• 
  Coordinate IT, business, PMO, architecture, security and external partners.
• 
  Manage suppliers, contracts, deliverables and dependencies within public-sector environments.
• 
  Identify and mitigate operational, technical and organizational risks.
• 
  Monitor budgets, resources and overall program performance.
• 
  Support strategic decision-making and stakeholder alignment.
• 
  Implement Agile, hybrid and program governance methodologies.

Key Requirements:

• 
  Expert experience managing complex IT transformation programs.
• 
  Strong knowledge of IT architecture, integration, data and legacy environments.
• 
  Proven leadership in multidisciplinary and cross-functional environments.
• 
  Experience in the public sector
• 
  Strong change management and stakeholder management skills.
• 
  Experience with large-scale solutions serving hundreds of users.
• Fluent French and Dutch
• 
  MSP, PgMP, PRINCE2 or Scrum Product Owner certification is an advantage.
