Reports to: Director

Program: Inside Safe

Department: Housing

Location: E6 Olympic - 1625 W Olympic Blvd Ste #603 LA CA 90015

Schedule: Monday – Friday, 8:00am – 4:30pm

Status: Full Time, Exempt (Salary), Management

Summary

The Program Manager will provide leadership and oversight to the 5 case managers contracted with the Mayor’s office for the Inside Safe program. These teams are part of a new initiative by the Mayor’s office to expeditiously move individuals in priority encampments into hotels and provide ongoing case management and housing navigation in order to quickly match them and move them into appropriate permanent housing resources. The Program Manager will conduct outreach but also be responsible for efficiency of operations, coordinating services with partner agencies as needed, and fostering collaboration within the team and between other departments and programs. The Program Manager is also responsible for administrative aspects of team leadership, including data oversight and reporting of outcomes. The Program manager will also provide administrative supervision, onboarding, and training to staff members.

Essential Duties & Responsibilities

  • Provide leadership to the Inside Safe teams, ensuring continuity of care and services between The People Concern agency resources and partnering agencies
  • Provide individual and team supervision, support, and performance evaluations for all assigned staff.
  • Provide support during emergencies and crisis situations
  • Ensure that services emphasize customer choice and harm reduction
  • Provide trainings to staff regarding permanent housing applications and appropriate data recording.
  • Be available to respond to emergency calls and situations on a 24-hour basis when needed
  • Assist in the screening, assessment, and enrollment of clients in a range of services
  • Ensure all paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases through on-going audits of electronic data bases and chart reviews
  • Work in collaboration with team members to remove barriers to permanent housing; e.g., acquisition of identification, legal aid, benefits assistance, life skills
  • Ensure adherence to funding source contracts and performance standards; prepare written reports on program activities as assigned and as required by funding sources
  • Provide training to staff on policies and procedures of the program
  • As needed, assist in the screening, assessment and enrollment of clients including orientation to program policies resources and goals
  • Ensure all client related paperwork, data collection and data systems are complete, timely, accurate, and current in agency records and electronic databases
  • Provided data reports to Director of E6
  • Participate in meetings with funder and provide appropriate updates and data demonstrating progress and successful interventions.
  • Responsible for program auditing to ensure compliance with applicable funder and regulatory requirements
  • In coordination with the Director, complete required reporting to ensure outcomes are on track
  • Input monthly stats into agency wide tracker
  • Collate monthly housing placements and report data in appropriate tracker
  • Participate in outreach activates when appropriate
  • Other duties as assigned

Qualifications

  • Bachelor’s degree and 3 years experience providing outreach services to individuals living on the streets
  • Extensive experience working with individuals with severe and persistent mental illness and co-occurring disorders
  • At least 1 year of management/supervisory experience preferred
  • Experience managing a team of staff and providing direct supervision
  • Experience working in a nonprofit setting a plus.
  • Able to work in a high tolerance Harm Reduction environment.
  • Strong critical thinking, problem-solving, and team building skills.
  • Detail oriented with excellent time management, organizational, written, verbal, interpersonal, and computer skills
  • Current, valid California Driver’s with an acceptable driving record
  • Able to obtain and maintain CPR/1st Aid certification

Work Environment

  1. On occasion walk or drive to different local sites
  2. Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
  3. Field (may need to travel) and indoor office environment
  4. Will necessitate working in busy and loud environments
  5. Will be exposed to elements like cold, heat, dust, noise and odor
  6. May need to bend, stoop, twist , and sit throughout the day
