
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Nevada National Security Site (NNSS) is seeking a Program Manager II to support the Global Security Directorate. The Program Manager is responsible for supporting the Senior Director in oversight of the planning (technical scope/ performance, cost, schedule) and execution of the Global Security portfolio of programs and projects.
This role collaborates with Global Security Directors, Program Managers, and Project Managers and other internal and external stakeholders, including NNSA and other agency sponsors.
Responsibilities
Provide strategic oversight of a large and complex portfolio of programs across the Directorate, ensuring consistency, rigor, and alignment with organizational priorities and governance standards.
Serve as a trusted advisor to Directors and Program Managers on standard program management processes, procedures, and best practices, promoting disciplined execution and continuous improvement.
Lead, mentor, and onboard program managers across the Directorate, establishing common frameworks, tools, and expectations to drive consistency, accountability, and high-quality program delivery.
Serve as a Directorate-level interface with internal and external customers and stakeholders to support development of budget strategies, funding plans, and execution approaches aligned with sponsor priorities and program objectives.
Coordinate and deliver clear, accurate, and timely program and portfolio-level reporting, including budget, schedule, and performance information, to customers, leadership, and oversight bodies as required.
Assess program performance, risks, dependencies, and resource impacts across the portfolio, proactively identifying emerging issues and recommending mitigation strategies.
Advise the Senior Director on portfolio-level risks, performance trends, customer impacts, and areas of concern, providing concise, actionable insights to inform decision-making.
Facilitate cross-program coordination and information sharing to address interdependencies, resolve issues, and elevate systemic challenges.
Bachelor’s degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
Graduate degree with financial, policy, or compliance focus is highly desired.
Ability to obtain a Department of Energy Q Clearance (position will be cleared to this level).
Management experience in government or private sector with demonstrated ability to negotiate innovative solutions at the executive level and consider competing interests and perspectives.
Excellent verbal and written communication skills with ability to exercise clarity and directness.
Ability to make sound decisions based on limited information and clearly communicate basis and reasoning.
Ability to enhance productivity and performance through appropriate mentoring and training.
Ability to engage effectively with multiple stakeholders, including technical teams, senior leadership, and internal and external compliance professionals.
The primary work location will be at the Losee Road facility in North Las Vegas with some travel required to interface with satellite location teams and government sponsors.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $155,209.60 - $248,331.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
