ANSER is seeking a Program Manager to support the Identity, Credential, and Access Management (ICAM) Program. In this role you will be responsible for providing enterprise-level program management leadership for the planning, coordination, deployment, and oversight of ICAM technologies and initiatives across the Department of Defense (DoD) enterprise. You will guide strategic direction for secure identity, credential, and access capabilities, ensuring alignment with DoD mission objectives, cybersecurity standards, and enterprise modernization efforts.

This position required onsite work at the Mark Center in Alexandria, VA.

Day-to-Day Responsibilities

  • Lead enterprise ICAM program execution, including planning, risk management, stakeholder coordination, workforce alignment, and accountability.
  • Oversee the evaluation, integration, and deployment of ICAM technologies across DoD enterprise environments, including cloud and on-premises systems.
  • Provide strategic recommendations to senior DoD leadership regarding ICAM policy, architecture, governance, and long-term modernization initiatives.
  • Conduct ICAM business case analyses to support enterprise service adoption, investment decisions, and operational improvements.
  • Design, implement, and manage ICAM policies, procedures, and technology solutions across systems, applications, and platforms.
  • Coordinate and collaborate with internal DoD organizations and external mission partners to ensure secure and compliant integration of ICAM capabilities.
  • Ensure ICAM initiatives align with federal cybersecurity requirements, DoD directives, and identity governance best practices.
  • Support program reporting, executive briefings, and performance tracking related to ICAM initiatives and deliverables.

Required Qualifications

  • Active Top Secret (TS) security clearance with SCI eligibility.
  • Bachelor’s degree from an accredited institution.
  • Project Management Professional (PMP) certification.
  • Minimum of 10 years of demonstrated federal government program management experience overseeing large-scale identity programs with annual budgets exceeding $100M.
  • Minimum of 5 years of experience supporting DoD or Intelligence Community ICAM standards, directives, technologies, and implementations.
  • Demonstrated knowledge of HSPD-12 requirements and associated federal identity management mandates.
  • Experience applying NIST identity and access management standards and cybersecurity frameworks.
  • Hands-on experience with Public Key Infrastructure (PKI), multi-factor authentication (MFA), and second-factor authentication technologies.
  • Strong leadership, communication, stakeholder engagement, coordination, and executive advisory skills.
  • Demonstrated ability to manage enterprise-wide initiatives across complex organizational environments.

Preferred Qualifications

  • Certified Information Systems Security Professional (CISSP) certification.
  • Certified Information Security Manager (CISM) certification.
  • Experience supporting enterprise ICAM modernization initiatives within large federal or defense organizations.
  • Familiarity with Zero Trust architecture principles and identity governance solutions.
  • Experience supporting cloud-based identity and access management technologies in hybrid environments.
