As the Program Manager for HART, you will lead scattered‑site permanent supportive housing programs serving adults with histories of long‑term homelessness and disabling conditions. You’ll guide a dedicated team of case managers using Housing First and Harm Reduction approaches, ensuring high‑quality services that help people secure housing, remain stably housed, and improve overall wellbeing.

What You’ll Do
- Provide overall leadership and direction for scattered‑site Housing Support funded programs
- Supervise, coach, and develop a multidisciplinary team of housing case managers and a team lead
- Ensure services are trauma‑informed, culturally responsive, and aligned with Housing First and Harm Reduction principles
- Partner with the Program Director on program strategy, outcomes, and continuous quality improvement
- Oversee program compliance with funder, licensing, and regulatory requirements
- Track outcomes, productivity, and demographics using Credible and other reporting systems
- Manage program budgets and housing support processes in coordination with leadership
- Serve as a connector and representative with funders, housing partners, and community stakeholders
- Respond to critical client or program situations with calm, effective leadership
- Support staff accountability while fostering a culture of trust, learning, and shared ownership
- Advance Avivo’s commitment to undoing racism and reducing disparities in housing systems
QualificationsWhat You Bring
- High school diploma with 5+ years of experience providing direct services to individuals experiencing homelessness
- - OR Associate degree with 3+ years of experience
- - OR Bachelor’s degree with 2+ years of experience
- At least one year of supervisory experience (behavioral health or housing services strongly preferred)
- Commitment to Housing First, Harm Reduction, and person‑centered practice
- Strong people‑leadership skills with the ability to coach, motivate, and hold accountability
- Comfort navigating complexity, change, and competing priorities
- Experience with housing support programs, contracts, or compliance (preferred)
- Lived experience of homelessness, mental health recovery, or substance use recovery is valued and may count toward experience requirements
- A valid driver’s license, reliable transportation, and ability to travel within the community
