Base Salary:

$105,000
to $155,000 annually DOE

Job Summary


The Program Manager, Fiber Design
& Construction (FDC) – Build Execution is a hands-on program leader
responsible for driving the operational planning, sequencing, milestone
tracking and cross-functional coordination needed to support Ziply’s fiber
build strategy. This role serves as a central execution partner to engineering,
design, permitting, construction, operations, and vendor teams to ensure fiber
deployment programs move efficiently through each phase of the build lifecycle.


This Program Manager must
bring structure, clarity and accountability to a large, distributed organization
that needs consistent program discipline. The ideal candidate can dive deeply
into thousands of in-flight projects, translate complexity into clear plans and
actions and reinforce a weekly operating rhythm that keeps teams aligned and
progressing.


Essential Duties and Responsibilities:

Strategic Alignment & Communication

Translate
build strategy into weekly work plans, prioritized actions, and measurable deliverables.

Reinforce
disciplined reporting by driving structured updates on work completed upcoming
tasks & support needed.

Communicate
program insights clearly to leadership & execution teams based on detailed
funnel and milestone data.


·

Maintain
cross-functional alignment across engineering, permitting & construction
through recurring touchpoints.


Planning & Modeling


·

Support
sequencing & prioritization to maximize throughput given resource, vendor
and permitting constraints.


·

Validate
planning inputs including force-to-load assumptions, design readiness and CPP indicators.


·

Build
readiness checklists that ensure smooth transitions between design, permitting
and construction.


·

Analyze
forecast output against the yearly ready for sale objectives and identify
levers required to close the gap.


·

Surface
high-cost or high-risk build segments early and collaborate with engineering
& design on alternatives.


Milestones & Dependencies


·

Track
milestones across thousands of projects, surface risks tied to delays in
engineering WIP, permitting backlog or construction readiness.


·

Maintain
visibility into the build funnel including bottlenecks, aging tasks, and
cross-functional dependencies.


·

Coordinate
removal of blockers by partnering with engineering, permitting and construction
leaders.


Program Development & Standards


·

Support
the MDU program development & structure including intake, workflows & turnup.


·

Identify
MDU opportunities that provide fast incremental volume to support 2026 &
beyond targets.


·

Standardize
GF/BF build approaches to create consistency across markets & improve repeatability.


·

Maintain
accurate program documentation & workflows within SiteTracker and
supporting systems.


Other Duties

Performs
other duties as required to support the business and evolving organization

Required Qualifications:


·

Bachelor’s Degree in Engineering, Telecommunications, Project
Management, Business Administration, or a related field.


·

Minimum
of five (5) to seven (7) years of telecom experience, including fiber planning,
engineering, permitting or construction.


·

Strong
end-to-end understanding of the fiber build lifecycle and network readiness.


·

Knowledge
of permitting processes and third-party utility coordination.


·

Experience
managing operational backlogs and turning high-volume work queues into
structured execution paths.


·

Proven
success driving accountability in cross-functional teams.


·

Strong
analytical skills with the ability to connect detailed operational data to
broader program outcomes.


·

Effective
communicator able to simplify complex concepts and influence technical and
operational teams.


·

Highly
organized with strong attention to detail and proven ability to manage
competing priorities.


·

Proficient
with Microsoft Office, Smartsheet and program tracking tools.


Preferred Qualifications:


·

Master’s Degree in Engineering, Telecommunications, Business
Administration, or a related field.


·

Experience with SiteTracker,
IQGeo, GIS tools or address management systems.

Work Environment


Work is performed in an office setting with
exposure to computer screens and requires extensive use of a computer,
keyboard, mouse, and multi-line telephone system. The work is primarily a
modern office setting.
