Mission Overview:

Keystone Solutions is seeking a Program Manager Expert for a consultancy mission at a client site. The focus of this role is to coordinate organizational and digital processes within the justice sector, specifically through the Boeteplatform initiative. This program is responsible for executing digitalization projects aimed at improving the execution of penalties and reducing administrative burdens across justice, police, and other partners in the financial criminal justice chain.

Key Responsibilities:

• Actively initiate new projects and monitor ongoing projects.
• Oversee the overall coordination of projects.
• Accelerate the processing of fines.
• Reduce the workload of stakeholders in the criminal justice chain through a chain approach.
• Digitize information processing.
• Improve the financial execution of penalties.
• Enhance public service delivery.
• Improve communication to citizens regarding justice services.

Profile Characteristics:

Required Qualifications and Skills:

• Minimum of 7 years of experience in a relevant expert role.
• Master's degree in a relevant field.
• At least 10 years of experience in project management.
• Fluent in French and Dutch (C1 level).
• Familiarity with project management methodologies (PRINCE2, AGILE) and analytical management control.
• Experience working within a government agency is a must-have.

• Strong stakeholder management, negotiation skills, and ability to create alignment between technical teams, business, and management.

• Excellent communication skills, both verbal and written, with the ability to consider stakeholders' interests and needs.
• Leads the team and ensures smooth information flow within the Boeteplatform team and with other teams across various stakeholders.
• Communicates effectively with management and provides clear reporting on project status and potential risks to the implementation of the Cross-border directive.
• Capable of establishing a clear roadmap and ensuring adherence to it, aligning with partners to ensure consistency.
• Translates project details into understandable language for both internal and external stakeholders, bridging the gap between business and IT.
