Job Description

The Program Manager will serve as the key personnel lead supporting executive consultant services for the U.S. Marshals Service Office of the Director. This position will provide management, administrative support, executive communications, strategic planning, official publication support, presentation development, training materials, conference support, and high-level written products for USMS executive offices.

The Program Manager will support senior executive staff by developing clear, concise, accurate, and publication-ready materials that align with Departmental tone, policy, strategic messaging, leadership intent, and agency priorities. This role requires strong executive writing ability, project management experience, Federal Government knowledge, and the ability to support judicial and law enforcement-related projects in a professional, responsive, and discreet manner.

The successful candidate will be able to manage multiple executive-level assignments, translate leadership direction into polished written products, coordinate across agencies and stakeholders, and deliver high-quality work products within established timelines.

Key Responsibilities

Program and Project Management

  • Serve as the Contractor’s designated Program Manager for executive consultant support services.
  • Provide management and administrative support services on an on-call basis to support USMS executive offices.
  • Assess and research current status, future requirements, project needs, and executive priorities.
  • Develop and adhere to project milestones, budgets, schedules, timelines, and delivery requirements.
  • Coordinate assigned work to ensure timely, accurate, and high-quality executive support products.
  • Support planning, tracking, and execution of multiple concurrent projects and leadership priorities.
  • Serve as the primary recipient of Government technical direction for contractor performance.
  • Ensure contractor work products are properly managed, reviewed, and delivered in accordance with contract requirements.
  • Maintain clear distinction between contractor support functions and inherently governmental responsibilities.

Executive Communications

  • Develop written materials that clearly present key issues, background considerations, policy context, and potential implications.
  • Structure content to support senior leadership decision-making, executive awareness, public communication, and stakeholder engagement.
  • Draft, edit, and finalize speeches, talking points, remarks, executive correspondence, memoranda, briefing materials, and leadership communications.
  • Tailor messaging for internal, external, public, interagency, and executive audiences.
  • Incorporate relevant context, priorities, and leadership considerations to ensure materials support engagement objectives.
  • Ensure all written products are clear, concise, accurate, professional, and aligned with USMS and DOJ tone, policy, and strategic messaging.

Annual Reports and Official Publications

  • Support development of annual reports, official publications, strategic documents, and leadership communication products.
  • Synthesize information from multiple sources, including data calls, program inputs, stakeholder submissions, and policy guidance.
  • Draft narrative content that conveys organizational performance, accomplishments, trends, priorities, risks, and key issues.
  • Organize information in a way that supports executive awareness, direction, and decision-making.
  • Develop or coordinate layouts, charts, graphics, tables, formats, and presentation-ready visuals.
  • Support publication-ready products for official agency use.
  • Ensure materials are accurate, polished, consistent, and suitable for senior executive review.

Strategic Planning Support

  • Draft and edit strategic plans, implementation plans, project plans, and supporting documents.
  • Translate executive direction into structured, actionable written content.
  • Ensure planning documents align with DOJ strategic goals, USMS priorities, performance frameworks, and executive leadership objectives.
  • Support development of strategic messaging, implementation approaches, and performance-focused planning materials.
  • Assist with documenting priorities, goals, milestones, initiatives, risks, and supporting actions.
  • Help leadership communicate strategic direction in a clear and consistent manner.

Award Recognition and Conference / Training Management

  • Support planning and execution of executive-level engagements, conferences, trainings, recognition events, and leadership meetings.
  • Draft award nominations, citations, supporting narratives, and recognition materials that meet established criteria and reflect organizational priorities.
  • Develop agendas, read-ahead materials, speaker support documents, executive briefings, and conference materials.
  • Assist with site selection research, attendee registration, requests, logistics coordination, and event planning.
  • Provide logistical and on-site conference management support when required.
  • Support speakers, guests, presenters, and executive participants.
  • Prepare audiovisual and multimedia materials compliant with accessibility requirements.
  • Work directly with presenters to compose correspondence and create dynamic presentations.
  • Develop and edit program descriptions, concept papers, briefing materials, and training-related content.
  • Ensure all materials demonstrate clarity, consistency, professionalism, and alignment with executive messaging.

Quality Control and Compliance

  • Support the development and execution of quality control processes for executive support services.
  • Review written products for accuracy, clarity, consistency, grammar, formatting, executive tone, and publication readiness.
  • Protect sensitive information and comply with applicable DOJ and USMS information protection requirements.
  • Ensure contractor-generated materials are properly identified as contractor work products when required.
  • Follow Federal Government regulations, USMS procedures, DOJ requirements, and contract direction.
  • Maintain professional discretion when supporting executive offices and senior leadership.

Requirements

  • Bachelor of Arts degree in a related field or equivalent professional experience.
  • Minimum of ten years of specialized experience related to executive support, communications, project management, strategic planning, publications, or related duties.
  • Experience working with and collaborating with other agencies.
  • Experience developing strategic plans and project plans.
  • Experience working with complex senior executive leadership core qualifications and workplans.
  • Knowledge of Federal Government regulations.
  • Advanced knowledge of Microsoft Suite software.
  • Ability to develop high-quality written products for senior leadership.
  • Ability to support executive-level projects involving judicial, law enforcement, government, or public sector stakeholders.
  • Strong written communication, editing, project coordination, and organizational skills.
  • Ability to work independently and manage multiple priorities under tight deadlines.
  • Ability to pass and maintain a favorably adjudicated National Agency Check with Inquiries background investigation.
