Main Purpose and Function
The Program Manager, Drinking Water Demand Management is responsible for the technical leadership, strategic development, and operational delivery of the City’s comprehensive Drinking Water Demand Management Program. This role directs the design and implementation of policies, programs, and regulatory tools aimed at reducing potable water consumption, improving system efficiency, and ensuring long-term sustainability of municipal water resources under conditions of climate variability and population growth. The Program Manager participates in cross departmental sustainability initiatives, including program piloting and implementing changes to the building/plumbing code and also manages the capital and operating budgets and all associated procurement, grant, and partnership opportunities associated with the program. We are looking for a strategic and collaborative Program Manager for Drinking Water Demand Management to lead one of the City’s most impactful environmental programs—helping ensure a sustainable water future for generations.
The position reports to the Associate Director, Waterworks Design and manages a team comprised of Policy Analysts, Project Managers, Planning Analysts and Assistants, By-law Officers, Engineering Assistants and clerical staff. The position works closely with Engineering teams, other City Departments, and various external senior level partners, stakeholders, agencies and the public. Key contacts are Senior Waterworks Utility Engineers, Waterworks Operations, City Communications, Legal Services, Parks, Civic Facilities, and Development, Buildings and Licensing, Metro Vancouver and regional peers.

Education and Experience:
Bachelor’s degree in Environmental Science, Engineering or Sustainability and eight years of related experience developing programs for water conservation, demand management and efficiency across all sectors of water use, or an equivalent combination of education, training and experience.
