This role sits within Data, Reporting & Operations Management (DROM), a Global Operations organization responsible for the delivery, control, and governance of the bank's regulatory and operational reporting obligations across Global Markets and Global Banking.

As part of the APAC Strategy, Change & Transformation (SCT) team, the Program Manager will lead a regulatory reporting, transformation, remediation, and operating model initiatives supporting the bank's Non-Financial Regulatory Reporting (NFRR) capabilities, including Transaction Reporting.

Some projects are managed from inception through implementation. For others, the team is accountable for selected parts of the project life cycle, such as operational readiness.

In delivering projects, the role owner works closely with DROM stakeholders as well as Front Office/COOs/Product Owners, Operations, Technology, Compliance, Legal, Risk, and Control functions.

The successful candidate will combine strong leadership, stakeholder management, governance, and execution capabilities to deliver desired regulatory outcomes, drive simplification and control enhancements.

Focus should also be given on ongoing evolution of DROM's regulatory reporting operating model across APAC.

Key Responsibilities:

  • Lead and oversee execution of a portfolio of smaller to large scale projects impacting APAC DROM organization.

  • Work closely with project sponsors, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new change initiatives.

  • Partner with senior stakeholders across functions/lines of business to define priorities, resolve challenges, and drive delivery outcomes.

  • Lead governance relating activities, by providing clear updates, recommendations, and decision support to senior management.

  • Drive opportunities for process simplification, automation, control enhancement, and operational efficiency across the regulatory reporting landscape.

  • Ensure compliance with Enterprise Change Management standards and DROM governance requirements throughout the project lifecycle.

  • Provide leadership and guidance to Project Managers, Business Analysts and other project resources, promoting best practices in project management and change delivery.

  • Ensure delivery outcomes align with DROM's priorities, simplification agenda, and future-state operating model objectives.

Required Skills:

  • 8-12+ years’ experience in project or change management within financial services.

  • Significant experience delivering complex regulatory, operational, technology, or control-related transformation initiatives.

  • Ability to manage multiple initiatives from inception through implementation whilst dealing with competing priorities.

  • Experience operating successfully in delivery models where accountability is focused on specific project lifecycle stages (e.g., operational readiness) rather than full end-to-end project ownership.

  • Strong knowledge of Global Markets and/or Global Banking operating models/processes.

  • Proven influencing, negotiation, and communication skills with the ability to engage effectively across differing stakeholder groups.

  • Experience preparing and presenting governance materials to senior management and executive forums.

  • Ability to manage ambiguity and drive delivery in a fast-paced, evolving environment.

  • Experience leading and developing project teams.

Desired Skills:

  • Experience with Transaction Reporting regimes (e.g. HKMA / HKTR, MAS, ASIC, RBI) and/or other Non-Financial Regulatory Reporting operating environments.

  • Specific product knowledge either in Global Markets (Securities, OTC Derivatives) or Global Banking (Payments, Loans).

  • Experience managing geographically distributed teams.
