As the Program Manager / Chain Manager Parking Management, you will oversee the end-to-end operational, technical, and strategic alignment of the municipal parking ecosystem. Operating within a complex public-domain setting, you will act as the key driver aligning local mobility policy, digital parking technologies, enforcement, and stakeholder interests.
You will lead the integration of the full parking chain—from policy development and permit administration to garage operations, street enforcement, and technical infrastructure—ensuring a seamless, accessible, and liveable urban environment.
Key Responsibilities
- Chain Governance & Strategy: Direct and oversee the complete parking chain across municipal departments (Urban Mobility, Permits, Enforcement, Real Estate, and IT).
- Program Leadership: Steer strategic parking initiatives, technological modernizations, and process optimizations to ensure policy and operational alignment.
- Stakeholder Management: Serve as the primary bridge between executive management, local political stakeholders, external operational vendors, and public safety units.
- Process & Technology Optimization: Assess current infrastructure, identify operational bottlenecks, and implement data-driven improvements to digital parking and enforcement platforms.
- Policy to Execution Translation: Translate municipal mobility visions into concrete operational frameworks, milestones, and implementation roadmaps.
- Reporting & Governance: Chair cross-departmental steering committees and deliver regular strategic reports to executive leadership.
Required Qualifications & Profile
- Educational Background: Minimum Higher Professional Education (HBO) degree or equivalent working level.
- Experience: Proven experience (5+ years) as a Program Manager, Chain Manager, or Senior Project Director within public domain operations, municipal environments, or complex multi-stakeholder chains.
- Domain Knowledge: Strong affinity with urban mobility, parking management, smart city technologies, or public infrastructure.
- Political-Administrative Sensitivity: Demonstrated ability to navigate political, municipal, and multi-disciplinary stakeholder dynamics effectively.
- Leadership & Analytical Skills: Exceptional strategic overview, structured problem-solving capabilities, and strong negotiation skills.
- Language Proficiency: Fluent in Dutch and English (written and verbal).
