Full Time, 80 Hours Per Pay Period, Day Shift

Covenant Health Overview:

Covenant Health is the region’s top-performing healthcare network with 10 hospitals, outpatient and specialty services, and Covenant Medical Group, our area’s fastest-growing physician practice division. Headquartered in Knoxville, Covenant Health is a community-owned integrated healthcare delivery system and the area’s largest employer. Our more than 11,000 employees, volunteers, and 1,500 affiliated physicians are dedicated to improving the quality of life for the more than two million patients and families we serve every year. Covenant Health is the only healthcare system in East Tennessee to be named a Forbes “Best Employer” seven times.

The Program Manager leads and coordinates multiple related projects (a program) to achieve strategic business outcomes that individual projects cannot deliver on their own. The role orchestrates cross functional planning, governance, and delivery; manages interdependence, risks, and change impacts; and ensures benefits realization aligned to enterprise priorities. The Program Manager partners closely with executives, directors, managers, supervisors, coordinators and front-line staff using change management techniques to drive transparency, accountability, and results.

Responsibilities

  • Define program vision, scope, outcomes, and success criteria in partnership with executive sponsors.
  • Develop integrated program roadmaps, sequencing projects/workstreams to maximize value that meet the needs of the organization.
  • Establish program governance (steering committees; decision forums; escalation paths).
  • Build cross team resourcing strategies (internal, vendor, and partner capacity).
  • Ensure consistent project standards, reporting, and quality across the program portfolio.
  • Drive disciplined execution and change control to protect scope, timeline, and outcomes.
  • Facilitate executive and cross functional working sessions (planning, design reviews, dependency summits).
  • Consolidate program budgets forecasts, and cost benefit analyses across projects.
  • Track benefit realization against business cases (value tracking, adoption/readiness measures).
  • Optimize spend and resource allocation across parallel workstreams and vendors.
  • Identify and manage program level risks, cross project dependencies, and systemic issues.
  • Ensures appropriate governance functions for the program by policies, practices and on behalf of the sponsor or senior responsible owner. Acts as an advisor and builds and maintains relationships across the stakeholder base.
  • Maintain audit-ready documentation and governance artifacts, including agendas, meeting minutes, communication plans, and program reports.
  • Champion continuous improvement.
  • May directly manage large, complex, or high visibility projects that require elevated coordination, cross functional alignment, or deeper strategic oversight.
  • Leads the projects associated with the Service Line program from end to end to ensure delivery quality, stakeholder alignment, and integration with broader program objectives. Monitor progress compared to the program plan and the production of agreed deliverables.
  • Ensures program recommendations and decisions are aligned to the organization’s strategy and financial goals.
  • Follows policies, procedures, and safety standards. Completes required education assignments annually. Works toward achieving goals and objectives, and participates in quality improvement initiatives as requested.
  • Performs other duties as assigned.
