About the Team
The Product Development & Operations (PDO) team focuses on operational excellence, transformative innovation, and customer-centricity, with a strong emphasis on AI, cloud, and data platforms. The Business Operations team enables these goals by building disciplined, data-driven ways of working, optimizing tooling and vendor spend, and freeing engineers and product teams to innovate at scale.
The Program Manager, Business Operations will own the business lifecycle for key PDO tools and vendor relationships (including Bitbucket, TeamCity, Figma, and other specialized vendors). You will ensure our licensing, procurement, and financial tracking processes are accurate, efficient, and aligned to company strategy, managing license intake, approvals, provisioning, and decommissions for internal teams as well as customers and partners. You will also be the primary PDO business partner for SR&ED and R&D tax credit processes across multiple geographies, coordinating with the Tax team and technical leaders to design and run a more automated, repeatable data pipeline for our external auditing partners.
What You Will Do
License & Tooling Operations
Own Bitbucket and TeamCity license management (request, approval, provisioning, reallocation, and decommissioning) for internal and customer/partner use cases.
Serve as the business approver for Bitbucket and TeamCity license requests (credits and quantities), ensuring decisions align with budget, security, and usage patterns.
Maintain accurate inventories and documentation for Bitbucket and TeamCity entitlements to support operations and audits.
Drive Bitbucket and TeamCity procurement and renewals by gathering, comparing, and submitting quotes to ensure timely, right-sized renewals.
Collaborate with data and systems teams to keep contract, entitlement, and usage data consistent and traceable across systems like Solaris.
Vendor Relationship & Financial Management
Act as the single business owner for in-scope PDO vendor relationships, consolidating communication and simplifying invoice handling for technical leaders by validating invoices with technical owners and Finance, ensuring alignment with scope, usage, and POs, and resolving discrepancies.
Track burndown and remaining balances on POs for PDO vendors; provide forecasts and early warnings so funding adjustments can be made proactively.
Align vendor spend and license allocation with PDO and Finance priorities around cost optimization and platform value, using data to inform renewals, expansions, and rationalizations.
Support for SR&ED and R&D Tax Credit Program
Partner with the Tax team as PDO’s point person for the SR&ED tax credit program in Canada and R&D tax credit programs in the United States and Ireland.
Run and maintain simple scripts, filters, and schedules to export Jira data, monitoring automated runs and working with technical managers when requirements or data issues need escalation.
Cross-Functional Collaboration & Continuous Improvement
Identify opportunities to embed automation, workflows, and self-service into licensing, vendor management, and R&D tax credit data processes.
Document processes in a consistent, transparent way and provide clear, structured playbooks and FAQs so stakeholders can easily follow steps, understand criteria, and self-serve where possible.
Champion continuous improvement and measurable outcomes, supporting PDO’s commitments to operational excellence, innovation, and customer success.
What We’re Looking For
Experience in program management, business operations, or a related role supporting engineering, product, or technology teams.
Proven ownership of complex, cross-functional processes (e.g., procurement, licensing, vendor management, or financial/operational programs) with clear, measurable outcomes.
Familiarity with SaaS licensing concepts such as entitlements, utilization, credits, and cost optimization; exposure to developer and design tools (Bitbucket, CI/CD tools, Figma) is a plus.
Comfort working with Jira, basic command-line tools, and scripted exports (or a strong willingness to learn), both to run and maintain existing scripts for reporting/audit data and to partner with technical managers on automating data pulls.
Ability to interpret financial concepts such as POs, invoices, accruals, and burndown tracking, and partner closely with Finance and Procurement.
Strong analytical skills and attention to detail, using data to diagnose issues, design improvements, and communicate trade-offs.
Excellent stakeholder management and communication skills, with the ability to work effectively across levels and time zones in a collaborative, respectful, and inclusive way.
Process-oriented mindset with a bias toward automation and simplification, aligned with Guidewire’s focus on AI, cloud, and data-driven operations.
The Canadian CAD base salary range for this full-time position is $98,000 - $123,000. Your base pay will depend on your experience, skills, education, training, and location among other factors. All full-time positions or part-time roles working 30 hours or more a week at Guidewire are eligible for benefits that support their health and well-being including health, dental, and vision insurance, paid time off, and a company sponsored retirement plan. In addition, some roles may be eligible for the annual company bonus plan, commissions, and/or long term incentive awards which are contingent on a variety of factors including, but not limited to, company and employee performance.
