Job Description

Location: Florida; State Emergency Operations Center (Tallahassee) and field, as assigned · Type: Temporary, emergency deployment · Reports to: FDEM Contract Manager (mission) and Judit Inc. (employer)

Summary: Serves as the single point of contact for the State for all emergency shelter staffing. Owns overall project management, contract compliance and the activation, deployment and demobilization of shelter teams to congregate and non-congregate shelters.

Responsibilities

  • Mobilize to the SEOC, State Logistics Response Center or other assigned location within 12 to 24 hours of State notification.
  • Activate and deploy shelter teams in coordination with FDEM and county emergency management, and manage redeployment between facilities or back-to-back storms.
  • Oversee delivery of services and ensure all contract requirements, performance measures and reporting deadlines are met.
  • Manage missions and daily updates in WebEOC; deliver situation reports every 12 hours (each operational period).
  • Submit staffing plans, organizational charts and resumes for Division approval before deployment.
  • Maintain personnel accountability, timekeeping and sign-in records from mobilization through demobilization.
  • Ensure ADA and PETS Act compliance at all staffed shelters; report non-compliance to the Division within 2 hours.
  • Report personnel incidents within 4 hours and job-related injuries within 24 hours.
  • Qualifications
  • 5+ years in emergency management, with direct mass care or ESF-6 sheltering operations experience.
  • Experience leading large field teams on FEMA-funded or state-declared disaster responses.
  • FEMA IS-100, IS-200, IS-700 and IS-800 required; ICS-300/400 preferred. PMP or CEM preferred.
  • Working knowledge of WebEOC, FEMA Public Assistance documentation and Florida's CEMP.

Physical and deployment requirements: Available 24/7 during activation; able to work extended shifts in austere conditions and travel statewide on short notice; must pass Level 1 background screening.
