The Parks, Recreation and Community Services Department is actively seeking two (2) Program Manager.

This is professional work at the managerial level in programming, planning, supervising and coordinating the activities of social service programs or projects. The work requires an understanding of and application of the theories, principles and practices of social work, management, and fiscal administration usually gained through degree-granting schools, or equivalent experience, supplemented by substantial work experience in social services. Supervises or directs the work of others involved in program or project functions and activities. Contacts require skills in understanding human behavior and those factors which influence or cause behavioral changes are critical in supervising staff and/or coordinating the varied functions and activities of the assigned program(s) or project(s), and involves significant interaction with people at all levels within or outside of government and the social services field. The work is covered by clearly-defined policies and principles underlying the programs area where the incumbent is required to exercise judgment in accomplishing program objectives. The work is performed in an office environment. Operates motor vehicles. Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers, calculators and scanners. The physical demands require lifting, carrying and rearranging furnishings, displays, supplies and equipment for activities, programs and special events which include lifting and carrying objects weighing less than 30 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards and policies.

Examples of duties

  • Plans, develops, establishes, and manages assigned programs and projects in compliance with local, state and federal funding source(s), regulations and reporting requirements.
  • Schedules, assigns, monitors, reviews, evaluates and directs the work of assigned staff.
  • Collects data, monitors and evaluates program effectiveness, and prepares reports.
  • Recommends, interprets, implements, and administers laws, rules, regulations, policies, practices, and procedures governing assigned programs and projects.
  • Coordinates preparation of short, long range and statistical plans, and applications for funding.
  • Analyzes budgetary and fiscal data, recommends operating budgets, authorizes and monitors expenditures, and prepares financial reports and summaries.
  • Prepares correspondence, compiles data and prepares technical, strategic and annual reports.
  • Supervises the preparation and maintenance of administrative records, files, and reports.
  • Provides professional and technical guidance and instruction to assigned staff and program or project volunteers and clients.
  • Plans, develops, and presents programs to large groups, public officials, and the media concerning program or project services, objectives, needs, activities, and achievements.
  • Establishes and maintains record keeping systems including spreadsheets and other software applications to track and evaluate program statistics.
  • Operates motor vehicles.
  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers, calculators and scanners.
  • Performs first aid and cardiopulmonary resuscitation procedures as required.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as assigned.

Qualifications

  • Knowledge of theories, principles and practices of social work.
  • Knowledge of management and fiscal administration theories, principles and practices.
  • Knowledge of Federal, State and local laws, rules regulations and programs available to assist program or project targeted clients.
  • Knowledge of budgetary and grant procedures.
  • Ability to plan, organize, direct, monitor and evaluate the work of staff and activities of assigned programs or projects.
  • Ability to plan, formulate, coordinate and evaluate policies and procedures.
  • Ability to compile and interpret statistical data.
  • Ability to establish and maintain applicable records.
  • Ability to identify possible funding sources and to prepare applications for such funds.
  • Ability to interpret and apply laws, rules, and regulations.

Supplemental information

  • Seven years of education and experience which includes
  • Two years professional level experience in providing social services assistance or developing senior citizen programs or projects, which includes
  • At least one year in a supervisory capacity.
  • A Bachelor’s Degree from an accredited institution with a major in social work, sociology, or psychology is preferred.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver’s license is required prior to appointment and must be maintained.
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public driver.
  • Depending on assignment, CPR and First Aid Certification is required within six months of appointment and must be maintained.

OTHER REQUIREMENTS:

  • The probationary period for this class is twelve (12) months.
  • Depending upon assignment, must pass background screening on a local, state and federal level as required by the State of Florida Children and Family Services or Elder Affairs.
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (Directive 0401).
