About the Role

Major Capital Projects (MCP) has overall responsibility for the design and construction delivery of the new Midtown Bus Terminal and the construction management of the core and shell of the new Hudson Tunnels for the Gateway Development Commission.

Reporting to the Program Director, MCP, the Architecture and Engineering (A/E) Program Manager is a vital member of the project team and serves as a key resource in supporting the planning, design, and delivery of a major capital transportation program. The position will assist in the management and coordination of project activities across all stages of design and project delivery—from initial planning and concept development (Stage 1), through design development, construction, and ultimately project closeout (Stage 5) for the Midtown Bus Terminal Replacement Project.

Responsibilities

  • Assist in the overall management and coordination of A/E project activities throughout the full project lifecycle, from Stage 1 planning and initial project development through Stage 5 construction completion and closeout.
  • Support the Project Manager and department leadership in coordinating multidisciplinary A/E teams and ensuring that project objectives, scope, schedule, budget, and quality requirements are met.
  • Assist with the development, monitoring, and updating of project scopes, schedules, budgets, staffing plans, design deliverables, and project milestones.
  • Coordinate with architects, engineers, consultants, contractors, Owner representatives, other Port Authority Departments, public agencies, utilities, and other project stakeholders throughout all phases of project delivery.
  • Support the preparation, review, and coordination of design submissions and technical deliverables at each stage of the design process.
  • Manage ad hoc project deliverables and technical reports as necessary to communicate project scope alignment with stakeholder requirements.
  • Monitor project progress and assist in identifying schedule, cost, design, constructability, and coordination issues; escalate concerns and support development of appropriate mitigation strategies.
  • Participate in design coordination meetings, progress meetings, stakeholder meetings, and technical reviews; document decisions, action items, and follow-up requirements.
  • Assist with the review of consultant deliverables to confirm compliance with project scope, design criteria, applicable codes and standards, agency requirements, and contractual obligations.
  • Support constructability reviews, value engineering, risk assessments, design changes, and coordination of technical issues as the project advances toward construction.
  • During construction, assist with the coordination and resolution of design-related issues, including RFIs, submittals, design clarifications, field conditions, and change requests.
  • Coordinate with construction management and project delivery teams to facilitate timely resolution of design and engineering issues.
  • Assist with project controls, including cost tracking, schedule updates, change management, invoice review, and reporting.
  • Prepare project status reports, presentations, correspondence, meeting minutes, and other project management documentation.
  • Support project closeout activities, including completion of outstanding design and construction-related issues, final documentation, lessons learned, and turnover requirements.
  • Promote effective communication, collaboration, quality assurance, and accountability among project team members and stakeholders.

Minimum Qualifications

  • Bachelor’s Degree in Architecture, Engineering, Construction Management or a related discipline from an accredited college or university.
  • A minimum of five (5) years of progressive experience in A/E design and Project Management applications and three years of direct or indirect supervisory experience.

Desired Qualifications

  • Demonstrated experience managing complex construction and capital projects, including projects of similar size, complexity, and risk, while effectively managing scope, schedule, budget, and available resources.
  • Demonstrated knowledge and application of construction management strategies, processes, and procedures, including Design-Build delivery and the coordination of multiple contracts and concurrent work activities.
  • Experience managing submittals, change orders, payments, budgets, and other contract administration activities while maintaining project progress and financial controls.
  • Demonstrated knowledge of Port Authority project and construction management procedures and systems, including financial systems, document control, and the Tenant Construction/Alteration Application (TCA/TAA) review process.
  • Experience utilizing project and construction management software and systems, including e-Builder, Contract Manager, Primavera, Bluebeam, WinTrak, and Microsoft Excel.
  • Demonstrated ability to lead, supervise, and coordinate multidisciplinary staff and project teams, and effectively collaborate with executive management, contractors, consultants, and other internal and external stakeholders.
  • Excellent problem-solving, decision-making, oral and written communication skills, including the ability to prepare clear and effective reports and presentations.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

Minimum: $119,678 Midpoint: $155,582 Maximum: $​191,490

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
