ASRC Federal is seeking an accomplished Program Manager to lead a complex, mission-critical technology program and serve as a trusted partner to our customer. This is a high-visibility leadership opportunity for an experienced technology executive who thrives in complex environments, builds high-performing teams, and is energized by delivering meaningful mission outcomes.

This position is contingent upon contract award.

Work location: Onsite (customer site in Pasadena, CA)

Responsibilities

  • Provide strategic leadership and overall program direction across technical, operational, contractual, financial, security, staffing, and service-delivery activities.
  • Serve as the primary customer and executive point of contact, building strong relationships and ensuring program priorities remain aligned with mission objectives.
  • Lead and inspire an integrated, multidisciplinary team of technical, operational, and business professionals.
  • Drive delivery of secure, resilient, high-quality technology services that meet or exceed customer expectations.
  • Establish priorities, align resources, and make timely decisions to keep the program focused on mission success and measurable outcomes.
  • Lead modernization and continuous improvement initiatives, identifying opportunities to enhance performance, efficiency, resiliency, and customer value.
  • Anticipate and proactively manage program risks, challenges, and dependencies, ensuring issues are addressed before they impact mission or service continuity.
  • Coordinate effectively across internal teams, customers, subcontractors, and strategic partners to resolve complex issues and maintain seamless service delivery.
  • Monitor and drive performance across key areas, including service levels, customer satisfaction, cost, quality, security, and operational excellence.
  • Foster a culture of accountability, collaboration, innovation, and continuous improvement.
  • Provide executive-level communication on program performance, risks, opportunities, and strategic priorities.

Requirements

  • 15+ years of progressively responsible experience in IT program management or a related technology leadership role.
  • 7+ years of experience leading programs of significant scale, complexity, and mission criticality.
  • Demonstrated success leading large, multidisciplinary teams and managing complex customer and stakeholder relationships.
  • Experience delivering mission-critical technology services, modernization initiatives, and operational transformation.
  • Strong executive presence with the ability to communicate effectively with customers, senior leaders, technical teams, and partners.
  • Proven ability to navigate complex environments, solve problems, manage risk, and drive results.
  • Strong understanding of program governance, performance management, financial oversight, and service delivery.
  • Successful completion of a government issued background investigation.

Education

  • Bachelor’s degree in business, information technology, engineering, management, or a related field.
