RSC2 is currently looking for a Program Manager to join our growing team!
Responsibilities:
  • Serve as the primary contractor point of contact for the Contracting Officer and Contracting Officer’s Representative and maintain effective communication regarding performance, staffing, schedules, risks, and emerging issues. 
  • Provide overall management of assigned orders and ensure technical and financial solutions, staffing, schedules, deliverables, and quality requirements are implemented in a timely manner. 
  • Organize, direct, and coordinate contractor activities across acquisition management, procurement, cost analysis, policy, training, data analytics, reporting, knowledge transfer, and transition support. 
  • Manage multiple, multi-tiered projects or orders of varying scope and complexity while ensuring compliance with the contract, PWS, call-order requirements, and applicable federal acquisition policies and procedures. 
  • Recruit, retain, manage, and deploy qualified personnel; establish work priorities and performance expectations; maintain staffing continuity; and provide timely backfill and surge support. 
  • Provide technical direction and guidance to contractor staff, monitor progress and performance, implement productivity and quality standards, and initiate corrective actions when needed. 
  • Manage client relationships by understanding FEMA organizations and objectives, setting expectations, identifying needs, evaluating alternatives, and strengthening customer satisfaction. 
  • Forecast resource requirements, support budget planning, schedule expenditures, analyze variances, monitor labor utilization, and initiate corrective action to meet financial and operational objectives. 
  • Identify technical, staffing, schedule, financial, and operational risks and implement appropriate mitigation strategies. 
  • Prepare and submit required progress reports, participate in biweekly meetings with the COR, support the post-award conference, and maintain accurate action items and follow-up activities. 
  • Develop and maintain the Business Continuity Plan and coordinate continuity of operations during emergencies, including disaster-response requirements and work outside normal business hours when directed. 
  • Coordinate onboarding, knowledge transfer, transition activities, and transition-out support with FEMA officials and incumbent or successor contractors, as directed. 
Qualifications/Requirements:
  • Education:
    • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development/Management, another related discipline, or equivalent experience in a technical or business discipline.
  • Experience:
    • 10 to 15 years of relevant experience managing complex programs, projects, contracts, task orders, or subcontracts of varying type and complexity.

Salary at RSC2 is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $110,173 - $221,918 (annualized USD). The estimate displayed represents the typical total compensation range for this position.
