Education and Work Experience

  • Minimum BA Degree preferred in Social Work or related field and/or 4-5 years of experience in 3 or more of the following fields: Human services, office management, staff supervision, operational finance management, crisis management, case management, Shelter Operations
  • Demonstrated experience in Multnomah County Community Organizations and Service Providers
  • Documented training related to serving people experiencing homelessness
  • Documented management and operations experience

Scope of Position

The Program Manager oversees daily operations and management of The Salvation Army's Overnight Shelter Programs. This role ensures that client services meet organizational standards while maintaining compliance with internal policies, external regulations, mandates, and grant requirements.

With responsibility spanning multiple locations, the Program Manager supervises Shelter Managers and monitors contract compliance, program objectives, and performance outcomes. The position prioritizes the safety of all facilities, staff members, temporary labor, volunteers, and clients throughout operations.

Knowledge, Skills and Abilities Required

  • Microsoft Word, Excel, and Outlook required. Microsoft PowerPoint, helpful
  • Working knowledge of integrated database applications and ability to use new software programs with basic training. Must be courteous and respectful to teammates and donors
  • Must be competent with HMIS entries and reporting
  • Must be congenial and able to work with difficult individuals

Licenses and Certifications required: Driver License. Trauma informed Care, Assertive Engagement, De-escalation, First Aid and CPR; Non-Violent Crisis Intervention; Heat Illness Prevention; Safe Driving; Rent Well; Civil Right Training; Bloodborne Pathogens Training; De-Escalation Training.

Essential Duties and Responsibilities

Program Compliance & Quality Assurance

  • Monitor and ensure compliance with all City contracts, including shelter capacity requirements and contracted outcomes
  • Develop and enforce program policies and procedures in collaboration with the Sr. Program Manager
  • Oversee client service delivery, including assessments, intakes, service planning, and program exits to ensure quality and effectiveness
  • Conduct regular meetings with program staff and partner agencies providing on-site support services

Staff Leadership & Development

  • Supervise Shelter Managers across all program sites, providing ongoing mentorship and support
  • Participate in recruitment and hiring decisions for program staff
  • Conduct performance evaluations and provide recommendations to the Senior Program Manager
  • Facilitate staff meetings, training sessions, and case consultation meetings with Shelter Managers
  • Train and orient new staff, volunteers, and interns on program operations and protocols

Emergency Management & Safety

  • Respond to emergency situations, making timely decisions within established policy guidelines
  • Provide crisis intervention and implement security procedures when situations arise
  • Support staff during and following emergency events, ensuring adherence to all protocols
  • Coordinate with police, fire, and emergency medical personnel when necessary, ensuring positive outcomes
  • Report all critical incidents to the Senior Program Manager with detailed documentation
  • Maintain safe facility operations for clients, staff, volunteers, and visitors while ensuring code compliance

Community & Partner Relations

  • Collaborate with partnering agencies to coordinate comprehensive services, including housing referrals, substance abuse support, mental health services, medical care, and other client-specific needs
  • Build & maintain positive relationships with community partners and local stakeholders around each site
  • Participate in professional, community, and government committees as assigned

Administrative & Reporting Functions

  • Generate required reports and maintain accurate file records, logs, and documentation
  • Ensure facilities are well-maintained, safe, and operationally efficient
  • Understand and comply with all mandatory reporting requirements and laws pertaining to vulnerable adults and children
  • Provide cross-program support to other shelter programs under the Executive Director of Shelters as needed

Physical Requirements

  • Sit, walk, stand, bend, squat, climb, kneel and twist on an intermittent or continuous basis
  • Grasp, push, pull objects such as files, file cabinets drawers, and reach overhead
  • Operate a desktop or laptop computer. Operate telephone
  • Lift and carry up to 25 lbs.
  • Must be able to drive a motor vehicle

Working Conditions:

  • Work in all types of weather conditions; Travel between Sites and Admin building
  • Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers

MISCELLANEOUS:
