The Program Manager (PM) serves as the single point of contact for all contractual and programmatic matters on the Potomac River Test Range (PRTR) Operations & Sustainment contract at Naval Surface Warfare Center Dahlgren Division (NSWCDD). The PM provides on-site leadership for a large, multi-discipline team delivering test engineering, range operations, data acquisition, and instrumentation sustainment services in support of E40 Division's test and evaluation mission. Selected candidate must be able to gain and maintain Government approval for this position.
This position is responsible for:
· Providing supervision of team of ~100 staff responsible for range operations and operational test and evaluation
· Serving as point-of-contact among government officials, VETS leadership, direct staff and subcontractors
· Delivering all contract deliverables and responding to task order requests under an ID/IQ contract
· Serve as the primary on-site contractor representative with full authority to act on behalf of the company; physically present at the local facility during core hours (0700–1500)
· Providing oversight of 10–15 test events per week, ensuring readiness, safety compliance, and on-time delivery across the PRTR complex
· Overseeing vendor and subcontractors ensuring quality control and compliance to requirements
Duties include, but are not limited to:
· Develop, implement, and manage a Government-approved training and certification program; submit implementation plan within six months of contract transition
· Ensure all personnel maintain required qualifications, certifications, security clearances, and special authorizations prior to task performance
· Submit monthly Contractor Officer's Management Report, including full personnel list, subcontractor invoices, and travel/material receipts
· Oversee property management, GFP accountability, and weekly ODC status reporting
· Acknowledge all Government contractual requests within 24 hours and maintain proactive communication with the Contracting Officer's Representative (COR), Alternate COR, and Contracting Officer (KO)
· Manage all task order activities across three functional areas: Test Engineering & Management, Range/Labs Operation & Sustainment, and Data Acquisition, Analysis & Instrumentation Sustainment
· Manage all tasking and project tracking in the Government's SCOPE (Schedule, Costs, Operations, Planning, and Execution) system; maintain NSWCDD PTEM inputs
· Monitor planned versus actual labor charges on a per-CLIN and per-labor-category basis monthly; advise COR of any variance exceeding 15% and present trends at semi-annual In-Progress Reviews (IPRs)
· Lead formal and informal In-Progress Reviews (CDRL A004); initial IPR within 30 days of award, subsequent IPRs every ~6 months
· Ensure strict compliance with OSHA, NSWCDD safety instructions, environmental regulations, and all applicable DoD/Navy policies
· Maintain a local facility within 60 miles of NSWCDD as the primary contractor office
· Manage cooperative working relationships with a mixed Government/contractor workforce; resolve all inter-contractor disputes with the COR/KO within 24 hours
· Manages the execution of tasks within proposed budgets and schedules
· Validates all contract deliverables are assigned to applicable staff, provides quality review prior to delivery, and submits to COR/KO
· Has primary relationship with COR/KO and other designated on-base stakeholders
· Works collaboratively with VETS leadership and corporate teams to gain support, as needed
· Ensures customer satisfaction, safety, quality, and other regulatory and contractual requirements
· Verifies team member performance goals are met and validates that all required certification and training are maintained, including developing and maintaining crew member training plans for each position held under supervision
· Analyzes program risks and performance for management and stakeholders
· Minimizes vacancies and backfills any vacancy as quickly as possible
Required Experience:
· Ten (10) years of progressively responsible professional technical experience
o Eight (8) years of specialized experience in the hands-on development and rigorous evaluation/testing of major weapons systems
o Six (6) years of demonstrated Program Management experience over efforts of comparable size and complexity, including managing complex projects and diverse teams
· Demonstrated leadership, communication, and interpersonal skills, with the ability to effectively manage diverse teams and build strong relationships with clients and stakeholders
· Demonstrated ability to collaborate effectively in a Test and Evaluation (T&E) environment with engineers, testers, and Government personnel
· Proven Program Management expertise using industry-standard methodologies (e.g., PMI, Agile)
· Extensive knowledge of weapons systems development, evaluation, and testing processes, from concept to deployment
· Expertise in life cycle planning and cost analysis, including developing and managing budgets, forecasting costs, and optimizing resource allocation
Desired Experience:
· Experience with Navy and/or Marine Corps weapons systems and acquisition processes.
· Prior experience managing T&E programs.
· Prior experience managing contracts involving multiple subcontractors and complex technical requirements.
· Deep understanding of Quality Assurance principles and practical experience implementing ISO 9000 standards.
Education/Certifications:
Technical Bachelors Degree preferred
Active SECRET security clearance; ability to obtain TOP SECRET Knowledge and Skills:
Managing government contract as a contractor from all perspectives (e.g., technical, financial, staffing)
Designing and executing test plans, from identifying assets and personnel through close-out
Physical & Travel Requirements:
Must be able to work in a dynamic test range environment. Some work may be conducted in or near areas with explosive materials, high noise, high voltage, heavy equipment, and hazardous chemicals. Ability to travel CONUS with as little as 24-hour notice. Occasional OCONUS travel may be required.
