Job Description

CVP is seeking an experienced Program Manager to lead IT Operations contract for Department of Homeland Security (DHS). The Program Manager will serve as the primary point of contact for the Government Contracting Officer’s Representative (COR) and Contracting Officer (CO), overseeing a multi-disciplinary teams delivering hybrid cloud management, AI-enabled services, IT asset management, and end-user support across the DHS enterprise. The PM is responsible for overall contract performance, cost, schedule, and compliance.

Responsibilities

  • Serve as the primary Government-facing point of contact and accountable leader for all contract deliverables, service level agreements (SLAs), and performance metrics.
  • Direct and coordinate day-to-day program operations across Systems Engineering and IT Operations & Maintenance (O&M) workstreams.
  • Lead transition-in activities including staffing, onboarding, knowledge transfer, and continuity of operations planning.
  • Manage program financials, staffing plans, resource allocation, and surge response planning.
  • Develop and maintain program management plans, risk registers, and status reporting artifacts.
  • Facilitate monthly performance reviews and metrics briefings with DHS leadership.
  • Coordinate with subcontractors and teaming partners to ensure integrated, compliant service delivery.
  • Maintain alignment with DHS Enterprise Architecture standards and federal IT compliance requirements (FISMA, NIST SP 800-53).
  • Champion CVP's DevSecOps and metrics-first delivery approach across all program activities.

Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field. Master's degree preferred.
  • Minimum 10 years of federal IT program management experience, with at least 5 years managing programs of similar size and scope ($15M+) within DHS or a comparable federal civilian agency.
  • Demonstrated experience managing IT programs involving hybrid cloud environments (AWS, Azure, Microsoft 365) and IT operations in a federal environment.
  • Proven track record managing workforce transitions, including incumbent capture and staff re-badging.
  • Strong experience with performance management frameworks, SLA tracking, and Contractor Performance Assessment Reporting System (CPARS) preparation.
  • Familiarity with DHS acquisition and procurement processes, including compliance with FAR, DFARS (as applicable), and DHS acquisition policy.

Security Clearance

  • Must be eligible to obtain a public trust (US Citizenship Required)

Certifications

  • Project Management Professional (PMP) — Preferred
  • ITIL v4 Foundation — Preferred

Preferred Qualifications

  • Prior DHS, or DHS component (USCIS, CBP, FEMA) program management experience.
  • Experience managing programs with simultaneous workstreams.
  • Familiarity with ServiceNow and legacy platform environments.
