Program Manager (DTRA) - Southeast Asia (SEART) based in Kuala Lumpur Malaysia

**This requisition is contingent upon contract award **

V2X is seeking a Program Manager (PM) to lead the Southeast Asia Regional Training (SEART) Task Order supporting the Defense Threat Reduction Agency (DTRA) Global Threat Reduction (GTR) Chemical Security Program (CSP). Based in Kuala Lumpur, the PM has overall responsibility for cost, schedule, and performance and serves as the primary interface with the DTRA COR and U.S. Embassy stakeholders.

The PM oversees a forward deployed team delivering assessments, training, workshops, and exercises across Malaysia, Indonesia, the Philippines, Thailand, Vietnam, and other regional partners. assessing, developing and implementing training programs to build the SEA region’s capability to counter chemical smuggling and prevent malign actor acquisition and use of improvised chemical weapons. The successful candidate must be a United States citizen, with proof of citizenship and a Secret clearance.

• Serve as primary point of contact to DTRA COR, KO, and U.S. Embassies for all SEART activities.
• Manage cost, schedule, and performance; ensure on time delivery of all CDRLs (MPFRs, TEPs, TIMP, TERs, property reports, cyber deliverables, etc.).
• Oversee planning and execution of training, workshops, and exercises across the region.
• Responsible for the supervision of all in-region V2X and Subcontractor staff.
• Responsible for the collaborative assessment, development, delivery, and evaluation of chemical security training to SEA partner nations.
• Ensures that standards and practices are enforced, and the quality of all products and services are maintained at acceptable levels as required by the contract.
• Assist in the recruitment of Subject Matter Experts (SMEs) with multi-disciplined backgrounds in support of training events & exercises.

• Ensures Task Order compliance with all contractual requirements and deliverables in the form of reports, databases, briefings and CDRLs.
• Responsible for adherence to all scheduled timelines, milestones, schedules and administrative requirements to include on-time delivery of reports, data products, billing invoices, and action team completion.
• Responsible for the supervision of all in-region V2X and Subcontractor staff.
• Manage and coordinate administrative actions of all SEA region V2X and Subcontractor personnel, to include hiring actions, leave (PTO), pay, performance evaluations, Visas, Licenses and certifications, Quality Control and the use of contractor acquired and government furnished equipment.
• Responsible for the collaborative assessment, development, delivery, and evaluation of chemical security training to SEA partner nations.
• Responsible for the supervision of all in-region V2X and Subcontractor staff.
• Monitors the training and field exercise events to increase host-nation capabilities during the execution and applicable After-Action Reviews.
• Maintains oversight of initial & follow-on assessments and the identification of partner nation training needs, training courses or event material development, planning and execution of events, training-specific equipment procurements and maintenance, and other related activities.
• Must be experienced in CBRN Operations, WMD/Chemical Forensics, Attribution, Hazardous Sampling and Identification.
• Assists in the planning and execution of Individual through Collective multi-echelon exercise/events.
• Ensures that specifications, standards and practices are enforced, and the quality of all products and services are maintained at acceptable levels as required by the contract.
• Responsible for DTRA Global Threat Reduction (GTR) training curriculum development (POI) based on needs and capabilities assessments.

• Responsible for the refinement and tailoring of existing GTR training materials for use in future training events.
• Provides customer assistance and advice in a proficient and professional manner.
• Expert communication skills to facilitate and disseminate information to a diverse group of customers.
• Assist in the recruitment of real-world Subject Matter Experts (SMEs) with multi-disciplined backgrounds in support of Multi-national and Partnered training events & exercises.
• Provide effective and responsive management of Subcontractors related to Customer/End User satisfaction and the professional and ethical behavior of all contract personnel.
• Manage & coordinate program requests for resources and review of reoccurring cost and funding reports.
• Ensure timely problem identification and development of corrective action plans impacting the contract performance.
• Other duties as directed by the V2X Defense Training Director.

Material & Equipment Directly Used:

MS Office products, Generative AI, instructional materials.

• Current DTRA Methodology & Doctrine
• Experienced in chemical attribution and forensics, chemical site and transportation security, chemical lifecycle management, regulatory frameworks, and incident response
• DTRA or Division-level command and primary staff experience is preferred

Working Environment:

• Must be willing to operate in countries through Southeast Asia; to include Malaysia, Indonesia, Philippines, Thailand, and Vietnam.
• Applicants may be required to travel and will be required to work in compliance with OSHA and V2X Safety policies and procedures.
• Must possess a Secret Clearance and be able to obtain a Top-Secret Clearance, if required.

Physical Activities:

• Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the surrounding environment.
• Walk or stand on level and/or inclined surfaces up to 8-hours/day & sit for up to 3 hours/day; climb/descend stairs; grasp or handle objects; use finger dexterity; bend elbows/knees; reach above/below shoulders; read/interpret typewritten print; communicate by voice & detect sound by ear.

Education/ Certifications:

• MBA, Graduate Degree in International Relations, Political Science, Economics, or Chemistry.
• DAWIA Advanced Certification in Contracting or Program Management or a PMP.

• 8–10 years of experience in Program Management, International Training, Security Assistance, International Cooperation,

Experience:

• Government contract background in developing and implementing complex programs.
• It is preferred that the candidate has served in a tactical and/or strategic assignment supporting Southeast Asia.
• Proven organizational and management skills.
• Proven problem-solving skills and ability to timely implement new solutions.
• Fundamentally computer literate to include (but not limited to) using a personal computer, perform word processing, perform database input, access electronic publications, access the world wide web, brief and debrief software, and fill out electronic forms and grade sheets.
• Ability to support periodic travel.

Skills & Technology Used:

• Strong communication and interpersonal skills are required.
• Must be able to work overtime as required.
