The Program Manager is responsible for leading and overseeing large-scale infrastructure programs comprising multiple projects, ensuring successful delivery from planning through execution. The role involves coordinating with project sponsors, cross-functional teams, and project managers to define scope, resources, budgets, and timelines, while driving alignment with client objectives. The Program Manager ensures effective risk management, quality control, and compliance with design specifications, safety, and environmental standards. Additionally, the role manages stakeholder communication, oversees contracts and fiscal controls, and optimizes project sequencing to enhance delivery efficiency and minimize operational disruption.
Participate in the planning and formulation of design alternatives and solutions for the construction project.
Work closely with project sponsor, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
Manage program and project teams for optimal return on investment, and coordinate and delegate cross-project initiatives.
Identify key requirements for cross-functional teams and external vendors.
Develop and manage budget for projects and be accountable for delivering against established business goals/objectives.
Work with other program managers to identify risks and opportunities across multiple projects within the department.
Analyze, evaluate, and overcome program risks, and produce program reports for managers and stakeholders.
Communicate with the Client’s representatives continuously regarding Project Progress and areas of concerns.
Develop and administer project budgets and fiscal controls, contracts, and quality control provisions.
Direct work sequencing to expedite projects delivery and to minimize disruption of ongoing operations.
Ensure that projects operations are in compliance with design specifications and with client requirements.
Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
Perform other duties as assigned by the line manager/supervisor.
Bachelor's degree in engineering from an accredited university.
Minimum 20 years’ experience in managing large-scale infrastructure programs consist of multiple projects.
Experience of major government and/or semi-government program and projects implementations.
Extensive Experience in the construction management of water and wastewater works.
Experience of implementing a zero-accident philosophy.
A record of engagement with government entities / utility providers.
Excellent verbal and written communication skills.
Experience of working internationally.
