We are pleased to announce the opening of an IDIQ Program Manager, who will join our Engineering Services Division in the National Capital Region (NCR) and become part of our rapidly growing technology company operating in missile defense, cybersecurity, test range modernization, biotechnology, and space control market spaces. Qualified candidates will be part of an exceptional team supporting the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Research, Development, Test & Evaluation, Engineering, and Technical Support (RETS) IDIQ contract leading team of industry partners and technical subject matter experts in delivering engineering Research, Development, Test, Evaluation (RDT&E) solutions and services. The candidate will serve as a key senior member of the RETS technical team and IDIQ Program Manager.

Responsibilities

  • Responsible for the overall management of the IDIQ contract and all subsequent task orders.
  • Responsible for the effective management of IDIQ funds and contractor personnel.
  • Accountable for the quality and timely delivery of all IDIQ contractual items.
  • Ensure that all required resources including workforce and facilities are available for program implementation.
  • Manage multiple tasks/projects including project identification, design, development and deliverables.
  • Direct the performance of a variety of related projects that may be organized by technology program, task order, or client.
  • Provide technical support to the complex, technical RETS IDIQ and relevant Task Orders (TOs) and confer with IDIQ task order project managers to provide technical advice and to assist with problem resolution.
  • Provide mission engineering, modeling & simulation, developmental test & evaluation, and operations research support.
  • Review technical data and documentation and provide analyses and recommendations.
  • Participate in nou Systems, Inc. business development activities and represent nSI senior leadership in the NCR.

Basic Qualifications:

  • You must have a master’s degree, preferably in engineering, physics, mathematics, or computer science or equivalent and 12 years of relevant experience.
  • At least five (5) years demonstrated experience in a supervisory capacity in planning, developing, and executing major research and development efforts for defense organizations.
  • A minimum of ten (10) years of experience as a program manager providing support to contracts of a similar size, scope and complexity (complex engineering and R&D programs, up to $100M-class, with multiple subcontractors and 100+ personnel).
  • You must possess TS Clearance w/ Eligibility for SCI. An active TS/SCI clearance with previous SAP experience is preferred.
  • You must be a U.S. citizen to be eligible for this position.

Preferred Qualifications:

  • History of highest-quality deliverables in a complex delivery model supporting multiple customers and stakeholders.
  • Capable of planning, directing and coordinating the work activity of all personnel involved in all aspects of the contract and integrating problem resolution in the ongoing work without loss of fiscal integrity and work force efficiency.
  • Leadership experience in communicating on complex technical subject matter with DoD and other US Government senior leadership.
  • Strong technical background in one or more advanced capability domains, such as AI/ML, Autonomy, Cybersecurity, Hypersonics, Microelectronics, Networked C3, Space, and 5G technology.
  • Program Management/PMP certification (e.g. PMI, DAWIA, DAU) and strong background in developing/updating PMPs and related program CDRLs.
  • Experience leading technical collaboration with DoD and Service S&T centers, National Laboratories, and FFRDC and UARC organizations.
  • Strong familiarity and relationships across non-DoD and commercial technology providers in key modernization priority areas.
  • Knowledge of OUSD(R&E)) organization and technology modernization processes.
  • Recent DoD Special Access Programs experience.
