Job Description

The Program Manager provides strategic leadership, governance, and oversight across a portfolio of related initiatives that collectively deliver measurable business outcomes aligned to the organization’s strategic priorities. Unlike individual project execution, this role is accountable for program value realization, cross-team coordination, and long-term operational success.

The Program Manager ensures initiatives operate as an integrated program - managing interdependencies, sequencing delivery, aligning stakeholders, and enabling executive decision-making. This role balances cost, schedule, scope, risk, and business value across multiple projects while continuously adjusting the roadmap to maximize organizational benefit and return on investment.

The Program Manager partners with executive leadership, business units, and technology teams to translate strategy into executable roadmaps and sustainable operating models. The Program Manager establishes governance structures, performance reporting, and prioritization frameworks to ensure initiatives collectively deliver intended outcomes, not just outputs.

Duties and Responsibilities

Program Strategy & Governance

  • Define program vision, objectives, success metrics, and value realization approach.
  • Establish governance structures, decision frameworks, and operating cadence.
  • Align projects to strategic initiatives and organizational priorities.
  • Facilitate executive steering committees and leadership decision forums.
  • Manage program roadmap, sequencing, and investment prioritization.
  • Ensure alignment between business capabilities, technology, and operational readiness.

Portfolio & Delivery Oversight

  • Oversee multiple projects within a program.
  • Manage cross-project dependencies, risks, and resource conflicts.
  • Coordinate integrated delivery timelines.
  • Monitor program health using KPIs, OKRs, and benefit tracking metrics.
  • Identify and resolve systemic delivery issues affecting multiple teams.
  • Ensure consistent project management standards and practices across initiatives.

Financial & Value Management

  • Develop and manage program financials.
  • Track benefit realization and ROI against business case objectives.
  • Support capital vs. operational expense planning and reporting.
  • Provide executive-level financial transparency and decision recommendations.

Stakeholder & Organizational Alignment

  • Act as primary liaison between executive leadership and business unit teams.
  • Drive alignment across business units, technology teams, and vendors.
  • Manage escalations and negotiate trade-off decisions across competing priorities.
  • Ensure communication plans support adoption and sustained outcomes.

Risk & Dependency Management

  • Identify systemic risks across the program and develop mitigation strategies.
  • Manage interdependence between initiatives, platforms, and external teams.
  • Anticipate operational impacts of program changes and sequencing decisions.

Operationalization & Continuous Improvement

  • Ensure solutions transition successfully into steady-state operations.
  • Define support models, ownership, and sustainment processes.
  • Measure adoption, performance, and long-term effectiveness.
  • Recommend improvements to governance, processes, and delivery frameworks.
  • Lead post-implementation reviews and lessons learned across initiatives.

Qualifications

  • 3-5+ years of progressive experience in project and program management.
  • Demonstrated experience managing multi-project or enterprise initiatives.
  • Proven ability to influence senior leadership and drive strategic decisions.
  • Experience building governance frameworks and operating models.
  • Ability to manage ambiguity and balance competing organizational priorities.
  • Expertise in risk management, change management, and stakeholder alignment.
  • Strong understanding of software development lifecycle and enterprise systems.
  • Experience coordinating cross-functional business and technical teams.
  • Excellent facilitation, negotiation, and executive communication skills.
  • Ability to translate strategy into actionable roadmaps and measurable outcomes.

Preferred

  • Experience managing transformation, platform, or enterprise modernization programs.
  • Familiarity with AI, data platforms, and digital product ecosystems.
  • PMP, PgMP, Agile, or equivalent certification.
