Job Description

Fleetway is seeking a Program Manager to lead the schedule, scope, and budget of the Halifax‑Class Design Agents (HCDAg) Program. This role is central to supporting Canada’s naval fleet by guiding engineering and technical teams and ensuring program activities are delivered with precision, quality, and strong fiscal management.

Reporting to the Manager, Program Delivery, the Program Manager oversees all program delivery activities—working closely with internal stakeholders and client-side representatives to ensure clear direction, timely reporting, and performance that reflects Fleetway’s commitment to service excellence.

You’ll partner with Delivery Managers and technical leads to align priorities, manage contractual obligations, and proactively address risks and challenges across the program’s work breakdown structure (WBS). Your leadership will enable delivery teams to meet current and emerging program needs, driving accountability, progress, and high‑quality results.

Program Leadership & Delivery

  • Provide strategic direction and leadership to ensure high‑quality, customer‑focused delivery.
  • Act as the primary internal voice of the customer and maintain strong client relationships.
  • Oversee program schedules, budgets, deliverables, and performance metrics.
  • Prioritize work and ensure alignment between program requirements and service delivery capacity.

Contracts, Scopes & Financials

  • Lead contract and subcontract management activities.
  • Identify and secure new scopes of work, while proactively pursuing opportunities for program growth.
  • Approve new work packages and changes to scope, schedule, and budget.
  • Manage financial performance and provide regular program forecasts.

Governance & Reporting

  • Monitor overall program health and performance.
  • Chair program and project meetings, and prepare reports for both internal and external stakeholders.
  • Manage intake and approval of proposals and estimates.
  • Ensure deliverables meet contractual and technical requirements.

Collaboration & Stakeholder Engagement

  • Liaise with Delivery Leads, engineering teams, subcontractors, and other Fleetway departments.
  • Help integrate work processes across multiple stakeholder groups.
  • Support a collaborative, solutions‑oriented environment that empowers project teams.

Education

  • Diploma in Engineering, Engineering Technology, Business or related field

Experience

  • 8+ years of progressive responsibility in Project or Program Management, ideally within technical or engineering environments
  • Demonstrated success managing large-scale, multi-disciplinary programs
  • PMP Certification considered an asset
