Mission Statement

Working as part of a multidisciplinary team, the Program Manager is responsible for evaluating and directing the care and supervision of residents. In addition, the Program Manager supervises all program site staff.

Essential Functions

  • Monitor, implement and enforce the applicable policies of the program.
  • Ensure compliance with all applicable laws and regulations that govern the program, including Title 22 specifications.
  • Recruit and determine eligibility of residents and coordinate intakes.
  • Maintain and actively manage a list of eligible clients.
  • Ensure the accuracy of resident records, evidence of goals completed, and the compilation of data for demographic reports.
  • Participate in each resident’s individual service team meeting and case conferences.
  • Monitor each resident’s individual service plan.
  • Participate in quality management meetings by providing up to date information on resident’s outcomes as required by funding contracts.
  • Maintain and update resident’s information as required by HMIS.
  • Ensure that each client is up to date on required documentation for requalification of program.
  • Provide appropriate referrals for clients, including referrals to permanent housing.
  • Assist the Director with employee education and training.
  • In coordination with the Director, provide monthly supervision for each frontline staff member and regularly evaluate their performance.
  • Ensure the scheduling of front-line staff as required by licensing for staffing ratios.
  • Liaise with licensing and other governing agencies regarding incident reports, extensions and other established procedures.
  • Document monthly invoices from funders and vendors.
  • Perform monthly statistics as required by The Salvation Army.
  • Monitor resident savings plans and other identified stabilizing life skills.
  • Rotate on-call status with Program Director.
  • Ensure HIPPA compliance regarding all client matters.

Working Conditions

Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 25 lbs.

Minimum Qualifications

  • BA in human services field with minimum of two years of experience (or) at least four years of experience in a comparable setting.
  • Ability to read, write, speak and understand English.
  • Bilingual English/Spanish strongly preferred.
  • TB screening within the first month of employment.

Skills, Knowledge & Abilities

  • Knowledge of the requirements for providing the type of care and supervision needed by chronically homeless populations, including the ability to communicate with such residents.
  • Knowledge of and ability to comply with applicable law and regulations, including licensing regulations and Supportive Housing Program policies and procedures.
  • Ability to maintain and supervise the maintenance of client records.
  • Ability to direct the work of others.
  • Ability to recruit, hire, train, and evaluate qualified staff.
  • Knowledge of basic food nutrition.
