Office of State Health Care Facilities (OSHCF) is seeking a dedicated Program Manager 1--A to join our dynamic team. This position will manages OSHCF contracts, leases, and grants by coordinating with internal leadership, vendors, and fiscal personnel; drafting scopes of work; ensuring compliance with applicable laws and regulations; tracking approvals, renewals, amendments, performance evaluations, and required documentation.

Examples of duties

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Supplemental information

Job Duties:

  • Works with OMF, fiscal, vendors, and facility leadership personnel in the preparation of contracts/leases and agreements to include the drafting of Statement of Work. Works with OSHCF administrators and other personnel on contract related problems/concerns and facilitates coordination.
  • Prepares and reviews reports and records to ensure costs claimed are allowable and ensures OSHCF contracts are on schedule and terms being met. Obtains, conducts, and reviews contractor performance evaluations after completion of a contract to comply with statutory and regulatory requirements within established time limits. Interprets federal and state laws, rules and regulations in regards to contracts, leases, and/or grants.
  • Serves as the OSHCF designated employee responsible for ensuring the following: compiling, entering, submitting and maintaining required contract, leases, grants, procurements, and agreement documents (MOUs) into the various systems associated with the contracts and RFP/SFP process.
  • Responsible for contract status management for the OSHCF, including renewals and amendments. This process entails generating monthly reports via Business Objects to obtain relevant information for reporting purposes.
  • Confers with OSHCF Directors regarding spending and financial needs and provide recommendations to the LDH Executive Management Team and/or LDH Senior Management Team regarding budgetary adjustments needed for contracts, leases, and procurements. Incumbent assists in the research, drafting, and submittal of grant applications/proposals under the OSHCF.
  • Tracks the approval process of contracts to ensure that all necessary approvals are received. Incumbent assists with other program contracts and procurement matters as exigent circumstances dictate, as directed by supervisors. Provides functional supervision and guidance to the Program Monitor for Operational contracts.
