Torch Technologies has an exciting opportunity for a Program Manager, Senior located at Kettering, OH (Dayton/WPAFB area) to support EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the Depot Maintenance Legacy System (DMLS) program provides acquisition and systems support for the Depot Maintenance Legacy Systems (DMLS) for the Air Logistics Complex (ALC). DMLS is a collection of six independent systems: Aircraft Maintenance Production/Compression Report System (AMREP), Depot Maintenance Workload Planning and Control System (DMWPCS), Information Systems Management Tool (ISMT), Management of Items Subject to Repair (MISTR), Quality Information Management Standard System (QIMSS), and Reparability Forecast Model (RFM). These systems support depot maintenance, workload forecasting, planning, parts support and tracking, contract management, cost reporting, and configuration management. DMSL supports personnel training and certification; finally supports over $12B in organic and contract maintenance. DMLS warfighter benefits include: Provides Combatant Commanders full integration capability of data across functional lines Aircraft Maintenance (MX) planning and scheduling for the full spectrum of air support (F-35, F-22, F-15, F-16, A-10, C-130, C-17, C-5, etc.) Establishes and maintains labor standards for maintenance planning and production costing.

As a Program Manager, Senior your duties will include the following, but are not limited to:

  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs;
  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action;
  • Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans;
  • Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment;
  • Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives;
  • Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR);
  • Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and,
  • Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management.

Required Qualifications:

  • U.S. Citizenship
  • Advanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoW, or
  • BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW, or,
  • 15 years of directly related experience with proper certifications, 8 of which must be in the DoW.
  • Must possess the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.
  • Must possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.
  • Must demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
  • Candidate must possess and maintain a T1/NACI clearance.

Preferred Qualifications:

  • PMI Certified Program Management Professional (PMP)
  • Agile Certifications
  • Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.)
  • Must be familiar with using MS Teams and MS SharePoint for project collaboration
  • Experience with managing Air Force Risk Management process in support of the acquisition process
  • A working understanding of Agile Development
  • Familiarity with Atlassian Tools; Jira and Confluence
  • Prior experience with DoW Acquisition programs under DoW 5000.02 or 5000.75 policy
