Job Description

General program information and/or position overview. Leidos is seeking a Program Logistics Planner to support the Indo-Pacific Logistics and Sustainment Services (ILS2) contract in Hawai’i. This position serves as the program's senior logistics planning authority, leading crisis action planning, contingency response, and day-to-day logistics planning across the full ILS2 program in support of USPACOM and all component commands. The successful candidate will join a collaborative team responsible for ensuring the program is postured to plan for and respond to emergent operations, regional crises, and steady-state logistics requirements across the Pacific theater. As the Program Logistics Planner, you will serve as the program's senior planner for both crisis action planning and broader logistics planning activities, developing response plans for emergent operations, contingencies, and natural disasters while also shaping program-wide logistics planning products, processes, and standards used across all ILS2 task areas. You will work directly with USPACOM staff, component command logistics planners, and the ILS2 program management team to ensure planning products are timely, accurate, and aligned with mission priorities. Success in this role requires deep crisis action planning expertise, strong logistics planning fundamentals, and the ability to operate effectively across the full scope of a large, multi-task program.

Primary Responsibilities.

  • Lead crisis action planning activities in response to emergent operations, regional crises, contingencies, natural disasters, and other government-directed events.
  • Develop and maintain program-level logistics planning products, processes, and standards used consistently across all ILS2 task areas.
  • Coordinate with USPACOM staff, component command logistics planners, mission partners, and supporting organizations to align operational requirements, available resources, and response activities.
  • Identify resource requirements, operational constraints, and support requirements necessary to execute both crisis response and steady-state logistics operations.
  • Monitor mission requirements and changing operational conditions across the program to support timely response to national-level taskings and emerging events.
  • Serve as the program's senior logistics planning subject matter expert, providing guidance and mentorship to Senior- and Journeyman-level planners across ILS2 task areas.
  • Represent the ILS2 program in logistics planning forums, exercises, and working groups with USPACOM and component commands.
  • Support proposal development and program growth efforts by preparing logistics planning approaches, staffing estimates, and capability assessments.

Basic Qualifications

  • Bachelor degree and 15+ years of prior relevant experience, or a Master's degree with 13+ years of prior relevant experience. Additional experience, education, and training may be considered in lieu of degree.
  • Extensive experience in crisis action planning, contingency planning, or joint operation planning within a DoD, federal, or defense industry environment.
  • Working knowledge of DoD contracting and understanding of FAR, DFARS, military, and government regulations.
  • Demonstrated experience developing logistics planning products, processes, or standards for a large program or organization.
  • Strong problem-solving, organizational, and verbal/written communication skills, with the ability to adapt communication style to suit different audiences.
  • Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access required prior to start.

Preferred Qualifications.

  • Experience working with USPACOM, subordinate Commands, and Pacific/Strategic Partner Nations.
  • Master's degree in a planning-related discipline (e.g., National Security Studies, Logistics Management, Operations Research).
  • Experience with the Joint Operation Planning and Execution System (JOPES) or comparable crisis action planning tools.
  • Experience mentoring or leading planning teams across a multi-task or multi-site program.
  • Familiarity with DoD logistics systems, interfaces, sustainment, and deployment activities across the Pacific theater.

Pay Range:

Pay Range $139,100.00 - $251,450.00
