Job Description

Meta is seeking a Program Lead to drive high-impact, cross-functional programs that shape how the company operates at scale. In this role, you will help own the strategy, design, and execution of complex business programs spanning multiple organizations and stakeholder groups. You will define program frameworks, resolve ambiguous organizational challenges, and translate strategic priorities into structured, measurable initiatives. This is a staff-level role requiring deep expertise in program architecture, executive-level communication, and the ability to lead through influence across a matrixed environment.

Creative X is a global agency that drives the creative vision for our brands and how they are perceived in the world. We develop the vision for next-generation creative advertising, consumer brand content and experiences for Meta, Facebook, Instagram, WhatsApp, Threads and our hardware products.

Creative X Program Managers are a team of strategic creative & campaign leaders who work closely across all CX disciplines, and with Marketing and Product to plan and manage integrated Marketing campaigns and initiatives. Creative Program Managers speak the language of creative, drive the initiatives, ensure alignment with brand strategy, mitigate issues and collaborate with cross-functional counterparts to deliver effective and efficient creative solutions.

Responsibilities
Define and own the end-to-end strategy, structure, and execution of large-scale, cross-functional business programs with company-wide impact
* Identify ambiguous organizational problems, frame them into actionable program structures, and drive alignment across senior leadership and diverse stakeholder groups
* Develop program governance models, operating rhythms, and accountability frameworks that enable consistent execution across multiple teams and workstreams
* Lead executive-level communications including program briefings, decision memos, and progress reporting for senior and cross-functional audiences
* Establish and track program success metrics, synthesize data-driven insights, and translate findings into strategic recommendations
* Anticipate and proactively manage program risks, dependencies, and escalations across organizational boundaries
* Partner with finance, legal, people operations, and product teams to align program design with business constraints and strategic objectives
* Build scalable program infrastructure including playbooks, tooling standards, and best practices that improve team-wide effectiveness
* Mentor other program managers and contribute to the development of program management craft and capability across the organization
* Drive organizational change management efforts, ensuring program adoption and sustained impact beyond initial launch

Qualifications
8+ years of experience in program management, business operations, or a related field, with demonstrated ownership of complex, cross-functional programs
* Experience defining program strategy and governance frameworks in ambiguous, large-scale organizational environments
* Experience communicating program status, risks, and recommendations to senior leadership through written and verbal formats such as briefings, decision documents, and executive reviews
* Experience using data and metrics to evaluate program effectiveness and drive evidence-based decisions
* Experience leading through influence in a matrixed organization without direct authority over all contributing teams Experience managing programs that span multiple business functions such as finance, people operations, legal, or product at a technology company
* Proficiency with program and portfolio management tools and methodologies used to track cross-functional workstreams at scale
* Experience leading organizational change management efforts tied to large-scale business transformation initiatives
* Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
* Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
* Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
* Track record of building program management infrastructure including playbooks, operating models, or center-of-excellence frameworks adopted across an organization
