Job Description

IMA World Health, a subsidiary of Corus International, is seeking a Program Lead to support a Gates Foundation-funded project, the Community Protection Health Emergency Preparedness (CHEP), in Kasai Province, Democratic Republic of Congo.

IMA World Health is implementing this 18-month Gates-funded learning project to field test approaches to community health emergency preparedness that will focus on

  • Emergency preparedness focused risk communication and community engagement
  • Public health and environmental preventive measures;
  • Cross-sectoral community health emergency preparedness planning

The cross-cutting theme of the project will be the integration of One Health principles to community health emergency preparedness approaches. The anticipated final result will be documentation and associated tools for replication of the model.

The Program Lead will provide direction and technical/clinical oversight of the project to ensure activities are designed and implemented with high quality and meet project targets. The Program Manager will provide day-to-day implementation of technical activities for MDA. S/he will be responsible for overseeing project reporting and financial and project management for the DRC project site.

This position will report to the Program Director for One Health for technical and programmatic oversight and to DRC Country Director for day-to-day supervision. S/h will be embedded in the project office in Kasai, working under the IMA-DRC main office in Kinshasa

RESPSONSIBILITIES

  • Provide day-to-day direction to ensure programmatic and financial integrity of the CHEP to achieve objectives and targets.
  • Supervise community partners and participating agencies (MOH, etc.) in overseeing
    • community health assessments,
    • community health emergency preparedness plan development,
    • RCCE activities,
    • other project field activities.
  • Plan meetings and facilitate communications with Zone and Area level Ministry of Health and other relevant government agencies.
  • Either conduct or monitor and provide oversight of training to project personnel and volunteers.
  • Liaise with the volunteers of the CHEP project.
  • Work closely with the Program Director to lead the DRC component of project deliverables by researching, writing, editing and formatting documents and training materials and developing PowerPoint presentations.
  • Maintain relationships and liaise with the Ministry of Health (MSPP) (all levels), the Ministry of Agriculture, and other relevant partners like the WHO, CDC, Gavi, etc. and other health emergency preparedness and One Health agencies on coordination including attending meeting meetings as the project representative and sharing project updates.
  • Liaise with IMA DRC project team and IMA headquarters operations staff to assure timely project planning, implementation, reporting.
  • Assure timely execution of the work plan and management of resources to meet deliverables and all project deadlines.
  • Manage technical contributions of subgrantees, including defining the scope of work.
  • Develop relationships and liaise with other national programs and other donor initiatives.
  • Represent IMA at health emergency and One Health related meeting and events, including actively participating in relevant national technical working groups(s).
  • Communicate frequently with the Program Director, project senior management team and IMA headquarters to resolve challenges and share reports.
  • Contribute to the development and sharing of information and knowledge products with all relevant stakeholders in a timely manner.
  • Work with project finance manager to track budgets. Track expenses to monitor budget execution versus projections to ensure program implementation is on track and within approved budgets.
  • Work in close coordination the M&E Advisor to develop system to effectively track data/results, document implementation and results, and ensure reporting requirements are fully met in a timely manner.
  • Oversee the preparation and timely submission of routine periodic projects reports to Gates.
  • Ensure compliance with the terms of the award.

QUALIFICATIONS

  • College degree in public health, health administration, nursing, or community health
  • At least 5 years of experience in the implementation of health development projects implemented by national/international NGOs
  • Previous experience working in DRC with intimate understanding of DRC health care system.
  • Demonstrated experience in coordinating LF elimination/control within and among NTD programs in Haiti preferred.
  • Demonstrated understanding of and experience with projects funded by major global health funders like Gates Foundations, U.S. government (CDC, USAID, etc.), Global Fund, the World Bank, etc.
  • Demonstrated experience supervising community health volunteers to ensure project results.
  • Must have demonstrated mentoring and facilitation skills especially with Ministry staff and health care providers.
  • Proven ability to network and communicate with a wide range of key stakeholders.
  • Professional proficiency in spoken and written English and French and analytical abilities, including the ability to effectively express ideas verbally and in written or graphic form, using correct grammar and structure.
  • Advanced cross-cultural sensitivity, including experience working and communicating with professional and support staff in a multicultural, multi-linguistic environment; ability to promote an atmosphere of trust and mutual respect.
  • Advanced skills in Microsoft Office, including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Teams, and SharePoint.
  • Fluency in English, French, and locally appropriate languages in oral and written communications.
  • Willingness to support IMA World Health's mission.
