DUTIES

  • New Business Identification & Opportunity Assessment
    • Monitors government procurement platforms (e.g., System for Award Management (SAM.gov)) to identify Requests for Information (RFIs), Requests for Proposals (RFPs), and Sources Sought opportunities
    • Gathers and organizes opportunity data to support evaluation of alignment with organizational capabilities and strategic objectives
    • Compiles customer requirements, acquisition strategies, and competitive positioning information for review and analysis
    • Maintains pipeline tracking data and supports Probability of Win (PWIN) assessment inputs
  • Proposal Development & Contract Formation
    • Contributes to development of proposal packages including scope inputs, pricing data, cost analysis, and schedule information
    • Coordinates with Engineering, Production, Supply Chain, and Contracts to collect required proposal inputs
    • Reviews RFIs, RFPs, and Statements of Work (SOWs) to extract scope, compliance requirements, and execution elements
    • Tracks proposal development costs and pricing validation data
    • Prepares and organizes proposal materials and contractual correspondence for submission
  • Subcontractor & Vendor Coordination
    • Collects subcontractor and vendor quotes, technical data, and supporting documentation for proposal and execution activities
    • Maintains subcontractor tracking records including RFIs, Nonconformance Reports (NCRs), and deliverables
    • Supports coordination of pricing discussions and subcontractor communications
    • Organizes subcontractor information to ensure alignment with program requirements and schedules
  • Contract Award Transition & Program Setup
    • Participates in post-award transition activities and program initialization workflows
    • Maintains charge codes, budgets, schedules, and program tracking system inputs
    • Updates Integrated Master Schedule (IMS) and Manning Sand Charts as directed
    • Contributes to execution plan inputs and milestone tracking documentation
  • Program Execution & Contract Change Management
    • Tracks Engineering Change Proposals (ECPs), Requests for Equitable Adjustments (REAs), and contract modifications
    • Maintains change management documentation and status records
    • Records implementation updates for approved contract changes across functional teams
  • Material Management & Production Integration
    • Supports planning, requisitioning, tracking, and integration of materials into production schedules
    • Monitors material availability, shortages, long-lead items, and supplier performance data
    • Provides data inputs supporting corrective actions for material readiness and production alignment
  • Subcontractor Execution & Performance Oversight
    • Tracks subcontractor performance from award through closeout
    • Maintains deliverable status records to ensure contract compliance visibility
    • Documents Nonconformance Reports (NCRs) and supports corrective action tracking efforts
  • Cost, Schedule & Performance Controls
    • Supports CPI/SPI tracking, variance analysis, and Estimate at Completion (EAC/CEAC) data collection
    • Maintains Integrated Master Schedule (IMS) updates and supporting schedule data
    • Contributes to manning and workforce planning through labor data validation and staffing inputs
    • Tracks program expenditures and identifies potential cost risks and opportunities
    • Maintains milestone payment tracking and financial reporting data
  • SDRL & Deliverables Management
    • Maintains tracking of Submittal Data Requirements List (SDRL) items and contractual deliverables
    • Monitors deliverable status, aging, and deficiency logs
    • Compiles data supporting corrective action plans for deliverable issues
    • Supports compliance tracking for contractual deliverables
  • Reporting, Metrics & Executive Communication
    • Maintains program dashboards, metrics, and performance reporting data sets
    • Compiles cost, schedule, material readiness, and risk reporting inputs
    • Prepares briefing materials and supports program review documentation
  • Compliance & Controlled Unclassified Information (CUI) Management
    • Maintains compliance with Controlled Unclassified Information (CUI) handling, storage, transmission, and disposal requirements
    • Ensures documentation is properly maintained in accordance with audit requirements
    • Supports compliance monitoring and secure data workflow processes
  • Risk Management & Process Improvement
    • Identifies and documents program risks and opportunities across cost, schedule, material, and subcontractor performance
    • Supports development of mitigation strategies and corrective action tracking
    • Contributes data to process improvement and system enhancement initiatives
  • Stakeholder Coordination & Program Support
    • Coordinates meetings with internal teams, customers, and vendors
    • Supports preparation of materials for executive engagements, site visits, and program reviews
    • Facilitates distribution of information to support cross-functional alignment
  • Strategic Support to Leadership
    • Provides data support for Integration & Government New Business capture and execution activities
    • Contributes inputs for funding initiatives and long-term program planning
    • Supports alignment of new business opportunities with ongoing program execution

Supervisory Responsibilities

This position does not have supervisory responsibilities. The role operates under the direction of the Senior Program Integration Specialist and provides coordination and execution support to cross-functional teams.

Reporting Relationship

This position will report to the Integration & Government New Business Director and may also report to a Senior Program Integration Specialist based on organizational structure and program assignment.

Qualifications

Education/Experience:

A high school diploma or equivalent is required. 1 year’s work experience in business administration, management, construction, program coordination, contracts, material management, or related disciplines is required. Equivalent combinations of education and experience will be considered.

Skills:

Strong organizational and analytical skills with the ability to manage multiple priorities. Effective written and verbal communication skills. Proficiency in Microsoft Office Suite and enterprise systems. Ability to work cross-functionally in a fast-paced environment. Strong attention to detail and problem-solving capabilities.

Behavioral Attributes:

Requires the ability to obtain and maintain a SECRET security clearance. Integrity, flexibility/adaptability, initiative, interpersonal skills, attention to detail, and multitasking. Maintain the confidential integrity of details pertaining to Eastern Shipbuilding Group.

Working Conditions

The work environment characteristics described here are representative of those encountered while performing the essential functions of this job. Work is performed in both office and shipyard environments. The employee may be exposed to electrical hazards. Noise levels range from low (office) to moderate (production areas).

Physical Activity/Requirements

The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job.

This job will operate in multiple environments, including a professional office environment, and Shipboard during the production, outfit, and delivery phases of each Unit/Ship. Employees must be able to work in a ship production environment, including climbing, entering confined spaces such as tanks and voids, and working in various weather conditions.

Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
