Are you the One? We are looking for a Program Coordinator II (BabyNet Data Analyst) who serve as a key role within the BabyNet State Office, contributing directly to the oversight and advancement of the Part C/BabyNet program. This position is responsible for supporting the implementation of the system of general supervision, statewide monitoring activities, and comprehensive data oversight that ensure program quality and compliance.
The analyst plays an essential part in completing federally required reports submitted to the U.S. Department of Education, Office of Special Education Programs (OSEP), and acts as a subject matter expert for the data systems used by BabyNet staff and providers. The individual in this role provides critical technical guidance, data analysis, and system expertise that informs program evaluation efforts, continuous improvement initiatives, and daily operational needs of the BabyNet program.
- Collects, analyzes, and disseminates data related to the Office of Special Education Program’s State Performance Plan/Annual Performance Report (SPP/APR) indicators that inform the General Supervision process. Provides data to supervisors for assigning findings of non-compliance and determining early local early intervention system performance. Assists with data reporting associated with corrective action plans (CAPs) and monitors progress toward correction of non-compliance through ongoing data analysis and subsequent reporting. Works closely and collaboratively with the QA Specialist to support the data management functions of BabyNet’s QA system. This includes partnering on monthly data pulls, verifying data accuracy, and coordinating the dissemination of QA-related performance information. The Data Analyst and QA Specialist jointly contribute to program evaluation activities, ensuring that data-driven insights support continuous improvement across the statewide early intervention system.
- Prepares all required data for federal reporting, including the State Performance Plan/Annual Performance Report (SPP/APR) and all Section 618 Data Reports as outlined in IDEA Part C. Assists with the ongoing maintenance, analysis, and reporting associated with the Family Outcomes Measurement Process. Supports monthly Local Education Agency (LEA) data reporting as needed. Additionally, responds to and fulfills emerging or ad-hoc data needs assigned by agency or program leadership to support statewide program evaluation, monitoring, and continuous improvement activities.
- Serves as a subject matter expert for all Part C data system activities. This includes daily monitoring of the data system to identify abnormalities, assessing areas in need of system enhancements, and responding to emerging needs from the provider community. Collaborates with the project management team on data system functions, including maintaining the current platform, exploring new or upgraded system solutions, and supporting associated tasks such as requirements gathering, development activities, and system testing. Participates in data-focused meetings with federal partners, technical assistance (TA) agencies, and other required entities to ensure alignment with national expectations, guidance, and best practices. Engages in additional system-related activities as established by agency or program leadership to support continuous improvement, statewide compliance, and effective program administration.
- Assists in developing SPP/APR-related training materials with a focus on high-quality data collection and data integrity. Conducts data-related training for internal and external stakeholders, as needed, and provides technical assistance to support accurate and timely data submission. Collaborates closely with the QA Specialist to ensure that training content and technical assistance align with the needs of the QA system, including reinforcing data quality standards and supporting QA-related evaluation activities. Assists with the design, development, implementation, and evaluation of data system training plans, incorporating QA priorities and ensuring that both program staff and providers are equipped to collect and report valid, reliable data.
- At the request of management, represents the BabyNet program in internal and external data- and data system-related workgroups, meetings, and conferences. Maintains an effective working relationship with the Part C data system vendor, ensuring ongoing communication about system needs, issues, and enhancements. Collaborates closely with the QA Specialist on activities related to data system functionality, data quality, and program evaluation, including participation in shared workgroups and coordinated improvement efforts. Completes additional duties as assigned and actively engages in continuous process improvement to support agency, division, and bureau-wide strategies, objectives, and initiatives. Works with team members—including the QA Manager and other program staff—in research, development, implementation, and evaluation activities for services, projects, and agency initiatives as directed.
- Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.

Examples of duties
A bachelor’s degree and relevant program experience.
An equivalent combination of education and experience may be considered with prior Human Resources approval.
Preferred: Bachelor’s degree in public administration, education, early intervention, early childhood, psychology, social work, special education, or related field. Expertise in data management, including extracting, interpreting, and presenting data.

Qualifications
- Knowledge of the agency’s mission, programs, and objectives.
- Extensive knowledge of state policies and procedures related to Part C of the Individuals with Disabilities Education Act (IDEA).
- Experience creating and managing complex spreadsheets and data sets, and developing charts and graphs to present data trends effectively.
- Candidate must have experience analyzing information, preparing written reports, and creating data-focused presentations.
- Strong oral and written communication skills are required, with the ability to communicate clearly and effectively.
- Candidate must be able to establish and maintain professional working relationships with agency staff, service providers, and other stakeholders.
- Must be organized, self-motivated, and capable of working independently as well as collaboratively within a team.
- Must exercise sound judgment and discretion and be proficient in Microsoft Office applications, with strong overall computer skills.
- Candidate must be able to prioritize responsibilities to meet deadlines and assist leadership as needed.
- Ability to partner effectively with the Quality Assurance (QA) Specialist to support QA activities, including program evaluation, data validation, and continuous-improvement efforts.
