Summary

The Program Coordinator- SCORF Technical Assistance acts as the primary support bridge for organizations receiving settlement fund awards. This role guides South Carolina Opioid Recovery Fund awardees-including guaranteed political subdivisions, non-profits, and healthcare providers-through project implementation, performance measurement, and compliance workflows. The coordinator ensures that recipients have the knowledge and tools required to successfully execute evidence-based opioid abatement, treatment, and prevention programs. This role also works with the Site Visits & Compliance staff as they conduct scheduled, structured, and routine in-person site visits to organizations receiving settlement fund awards by visiting physical environments, verifying program delivery, and reviewing operational records and conducting post visit follow up assistance to awardees.

Technical Assistance & Training

  • Capacity Building: Provide direct, ongoing technical assistance to awardees to help them troubleshoot operational hurdles and build capacity.
  • Onboarding & Workplans: Lead onboarding orientations for new awardees, assisting them in refining project workplans, setting timelines, and clarifying reporting metrics.
  • Resource Development: Design and distribute guidance toolkits, FAQ documents, templates, and best-practice manuals for SCORF awardees success.
  • Training Delivery: Organize and facilitate interactive webinars, peer-learning cohorts, and workshops focused on application development, compliance, data collection, and evidence-based interventions.

Project Monitoring & Support

  • Progress Tracking: Monitor SCORF awardee progress through regular check-ins and the review of performance metric and fiscal reporting.
  • Corrective Planning: Working with the Program Coordinator- SCORF Site Visits & Compliance staff identify lagging projects early and collaboratively develop data-driven performance improvement plans to keep grant objectives on schedule.
  • Helpdesk Management: Serve as the centralized point of contact for day-to-day awardee inquiries regarding funding guidelines, scope changes, and administrative system support.

Cross-Agency Collaboration

  • Compliance Alignment: Review and manage grant management applications and data reporting to ensure awardee activities match approved applications and reporting protocols.
  • Impact Integration: Synthesize qualitative awardee successes and operational challenges to feed valuable frontline data to the Communication's Coordinator-SC Opioid Recovery Fund staff.

Field Assessment & Program Review

  • On-Site Verification: May be required to travel to awardee locations to visually confirm program operations, verify equipment purchases, and ensure staffing models match approved applications, complete compliance checks and data verification.

Reporting & Record Keeping

  • Evaluation Summaries: Support Site Visits & Compliance staff with writing detailed, objective site visit evaluation reports.
  • Risk Identification: Flag critical operational issues or potential fund mismanagement immediately to program administrator.

Post-Visit Support & Mitigation

  • Corrective Action: Support Site Visits & Compliance after formal Corrective Action Plans (CAPs) for awardees have been issued by monitoring the progress of struggling awardees as they complete remediation steps and collaborating with Support Site Visits & Compliance staff as they conduct return visits.
  • Technical Integration: Collaborate closely with the Support Site Visits & Compliance staff to brief them on awardee technical assistance so they can deliver targeted training to struggling recipients.

Examples of duties

Bachelor's degree in Public Administration, Public Health, Social Work, or Business Administration and minimum of 2 years of experience in project coordination, grant administration, or providing technical assistance/consulting to public-sector or non-profit programs, or the related equivalent.

Essential Skills

  • Ability to communicate effectively.
  • Excellent time-management skills and the ability to support multiple distinct awardees simultaneously.
  • A consultative, customer-service-oriented mindset focused on helping awardees find creative compliant solutions to operational issues.
  • Practical experience using project management tools, grant management software, and virtual meeting platforms (e.g., Zoom, MS Teams).

Qualifications

  • Prior experience managing projects funded by federal grants, state block grants, or major legal settlement structures.
  • Knowledge of evidence-based opioid abatement strategies, harm reduction principles, or recovery support models.
  • Familiarity with social services, substance use disorder treatment networks, or public health programs is highly desirable.
  • Certification in Project Management (e.g., CAPM, PMP).
