What you will be doing

The Programme Controls Manager – Operations leads the coordination of governance, risk, schedules, reporting, and scope/change control, embedding standardised processes and ensuring clear stakeholder alignment to support seamless operational integration across major infrastructure programmes.

You’ll be the go‑to person for process governance and program controls helping the team deliver consistent and optimal operational outcomes.

Your key responsibilities are:

  • Integrate and maintain project schedules across teams to ensure aligned timelines, milestones and providing early-warning insights.
  • Build and maintain Power BI dashboards to provide real‑time project insights, transparent reporting, and visibility of risks, progress, and operational readiness.
  • Establish and embed governance activities and documentation across complex infrastructure programmes, ensuring strong programme controls and operational integration.
  • Pre‑review executive papers, business cases, approval packs, and scope change forms for clarity, accuracy, completeness, and alignment with governance standards.
  • Collaborate with the Infrastructure PMO and Strategic Planning governance team to ensure alignment
  • Manage scope and change control to maintain agreed outcomes.
  • Manage tight deadlines and competing priorities while maintaining accurate records
  • Own the operational risk register, supporting risk owners with mitigation planning and maintaining visibility of emerging risks.
  • Support the Head of Integration & Readiness with reporting for the COO, Programme Control Groups (PcGs), and other governance forums.

What you’ll bring to the role

To ensure your success in this role, you will need:

  • Degree or equivalent experience in project / programme management (e.g. PRINCE2, PMP, equivalent)
  • Min 5 years’ experience in programme coordination, governance, or project management roles within infrastructure, aviation, or transport environments.
  • Advanced Power BI experience and ability to set-up and maintain reporting dashboards
  • Proven experience of program controls and governance structures, project gating processes, schedule integration and documentation requirements.
  • Experience working with cross-functional teams and interfacing with governance and PMO functions.
  • Familiarity with business case development, approval processes, and scope change/variation management.
  • Understanding of infrastructure project delivery and operational requirements.
