Position Title:  ProgramConstruction Manager

Position Location:  Location varies by assignment. 75–100% travel across the U.S. until assigned to an extended project. Mustbelocatednear a major USairport.

The Program Construction Manager provides leadership and oversight across a portfolio of related construction projects within a client’s capital program. This role manages multiple project-level Construction Managers, ensuring consistency in execution, quality, safety, and reporting. The Program Construction Manager acts as thecentral pointof coordination between DLB Associates, the client, and project delivery teams-aligning all efforts with programobjectivesand overall project strategy.

TheProgram Construction Managerisself-directedon day-to-day work and receives high level instruction on new projects,tasksor assignments. Will execute and lead teams and projects,tasksor assignments of complex scope.  May coordinate activities of other personnel.

TheProgram ConstructionManagerwill communicate andoperatein line with organizational and client goals and values, as well as departmentalobjectives.

Essential Functions

Program Leadership & Oversight

  • Lead multiple project-level Construction Managers, ensuring project delivery aligns with program goals, client expectations, and DLB standards.
  • Coordinate project execution across various sites or disciplines tomaintainconsistency and communication within the overall program framework.
  • Drive standardized reporting, documentation, and process implementation across all projects.
  • Manage andmonitorproject-level laborutilizationand expense performance for Construction Managers to ensure alignment with program budgets and staffing plans.
  • Review and approve labor forecasts, timesheets, and expense reports tomaintainfinancial discipline within each project team.
  • Support Construction Managers in evaluating resource needs and adjusting team allocations tomaintainefficiency and cost control.

Client Partnership & Communication

  • Serve as the primary client interface at the program level, building trust through proactive communication and transparent performance reporting.
  • Provide strategic guidance and recommendations to the clientregardingproject execution, coordination, and risk mitigation.
  • Represent DLB Associates in program-level meetings, presentations, and executive briefings.

Quality, Safety & Risk Management

  • EnforceDLB’sConstruction Quality Management standards across all projects to ensure technical accuracy and operational excellence.
  • Monitor safety performance and collaborate with project teams tomaintaina zero-incident safety culture.
  • Identifyand mitigate program-level risks through proactive coordination and contingency planning.

Process Development & Continuous Improvement

  • Implement standardized workflows, tools, and reporting methods to improve efficiency and consistency across projects.
  • Capture lessons learned andintegratethem intoDLB’sprogram delivery best practices.
  • Support digital program management platforms and data-driven reporting initiatives.

Team Development & Leadership

  • Mentor and coach project-level Construction Managers to promote professional growth and leadership readiness.
  • Foster a collaborative, high-performance culture across all project teams.
  • Support staffing strategies and resource planning for ongoing and future program needs.

Business Development & Client Growth

  • Partner with theAssociate Director (AD) /Program Manager (PgM) toidentify, pursue, and support new business opportunities within existing and prospective client programs.
  • Assistin developing proposal materials, project narratives, and staffing strategies for new or expanded engagements.
  • Participate in client presentations and interviews, demonstratingDLB’sconstruction managementexpertiseand program delivery capabilities.
  • Provide feedback on market trends, client needs, and program performance to inform strategic growth initiatives.
  • Support the Associate Director / Program Manager in relationship development with key stakeholders and industry partners to expand DLB’s footprint.

Technology, Digital Tools & AI-Enabled Efficiency

  • Identifyopportunities and lead the strategic use of technology, digital platforms, and AI-enabled tools to enhance efficiency through workflow automation, reduced manual effort, and improved accuracy in forecasting, documentation, reporting, and quality processes.
  • Support adoption of emerging technologies - including advanced analytics, data visualization tools, and digital construction management platforms - to strengthen readiness, quality assurance, and project controls.
  • Collaborate with internal teams to ensure technology solutions align with DLB standards for data security, privacy, and operational integrity.
  • Promote a culture that embraces innovation, continuous improvement, and the strategic use of technology tooptimizeperformance and scalability.

Completion of Assigned Tasks and Deliverables on Time and on Budget

Position Requirements (ADVANCEDlevel for all the following)

  • Strong knowledgeof electrical, mechanical, andcontrolssystems, as well as construction methods, materials, and processes used in mission-critical or hyperscale environments.
  • Comprehensive understandingof industry trends, project management, and construction procedures, including MOP processes, safety standards (NFPA 70E, LOTO, OSHA), and risk management best practices.
  • Skilledin leading multi-site or multi-phase construction programs, ensuring consistency, quality, and performance across diverse locations.
  • Skilledin coordinating interdisciplinary teams and aligning execution with strategic client and program goals.
  • Skilledin stakeholder management and executive-level communication,representingthe owner with professionalism when engaging with clients, contractors, and designers.
  • Skilled in evaluating and controlling budgets, laborutilization, and forecasting across multiple concurrent projects.
  • Proficiencyin using MS Office Suite and construction management software (e.g., Procore) for documentation, scheduling, and performance tracking.
  • Abilityto translate strategicobjectivesinto executable plans that balance scope, cost, and schedule whilemaintainingtechnical excellence.
  • Abilitytoidentify, assess, and mitigate program-level risks, applying sound judgment in decision-making.
  • Abilityto mentor and develop team members, fostering a culture of accountability, collaboration, and continuous improvement.
  • Abilityto implement and uphold organizational standards, policies, and procedures to ensure consistent project delivery.
  • Abilitytoleveragedigital tools and emerging technologies, including AI, to enhance efficiency, reporting accuracy, and overall program performance.

  • Frequently moving through data center and outdoor environments (heat, cold, precipitation), including navigating tight spaces, accessing areas via stairs or ladders, and occasionally working in overhead or under-equipment positions.
  • Onoccasion,the employee may move equipment weighing up to 50pounds.

Travel Requirements

  • Musthave a valid driver’s license andthe abilityto rent vehicles.
  • 75–100% travel across the U.S. until assigned to an extended project (>6 months; typical assignments 9 months–4 years).
  • Ability torelocatewithin 1–3 months ifrequired(when 100% travelisn’tsupported).
  • Effective May 7,2025,andin accordance withU.S. federal regulations for domestic air travel, a valid REAL ID (or an acceptable alternative, such as a passport) isrequiredfor travel associated with this position.
  • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees,meetingsfor business development purposes, running errands on behalf of the business, attending industry conferences, etc.
  • Travel may involve transportation by car or plane depending on the destination and nature of the businessneeds.

Certifications & Safety

  • Ability to achieve NFPA 70E and/or OSHA training asrequired; strict adherence to HSE/LOTO policies.
  • PMP(Project Management Professional), CCM (Certified Construction Manager)preferred.

Education / Experience

  • Bachelor’s degree in engineering, constructionmanagement, or related discipline

OR

  • Two years ofhands‑on install/testing/validation/troubleshooting of mechanical, controls, and/or electrical infrastructure

PLUS

  • Minimum ofeightyears ofadditionalrelatedexperience,including progressive experience in construction or program management withdemonstratedleadership of large-scale, mission-critical, or data center projects
