Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Project Development and Reporting Officer; and, in close coordination with Procurement officer and finance officer, in collaboration with all program units, the incumbent will be responsible for the coordination and monitoring of operational, administrative, and financial aspects of implementing partnerships.

The role serves as a focal point for ensuring that partner-led activities align with donor requirements, IOM policies, and project work plans, while promoting a coherent approach to engaging with local partners.

  1. Operational Oversight: Assist in the coordination and monitoring of the operational, administrative, and financial aspects of IOM Cambodia’s implementing partnerships in accordance with IOM policies and donor requirements.

  2. Implementation Monitoring: Track implementation progress against approved workplans, budgets, targets, indicators, and agreed deliverables. Keep teams informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
  3. Planning & Tool Development: Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation (M&E) tools, and standard operations procedures (SOPs) for implementing partners.
  4. Information & Data Management: Coordinate the collection, verification, and analysis of data on partner progress. Update information management systems and project-related materials, including summaries, donor briefings, and visibility materials.
  5. Selection & Due Diligence: Support the review of IP selection Call for Expression of Interests and coordinate with Program, Finance, and Procurement staff to conduct partner capacity and risk assessments.
  6. Partnership Agreement Management: Support the preparation, review, amendment, extension, and closure of implementing partner agreements. Maintain a tracking system for agreement validity, reporting deadlines, deliverables, payments, amendments, and outstanding actions.
  7. Liaison & Coordination: Liaise and coordinate with , partners, United Nations agencies, local authorities, and government counterparts to promote a coherent approach to local partner engagement.
  8. Capacity Strengthening: Contribute to the planning, development, and delivery of capacity-building activities targeting civil society partners and implementing partners.
  9. Compliance & Audit Readiness: Ensure all partnership supporting documents from IPs are received and securely archived for future internal and external audits or donor monitoring missions. Track the implementation of audit and monitoring recommendations. Field Monitoring: Undertake duty travel relating to project implementation, monitoring visits, and partner /project assessments and evaluations.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • University degree in Business Administration, Finance, Accounting, Management, or a related field from an accredited academic institution with three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in administrative and management, project monitoring, and administrative/financial oversight.
  • Experience in implementing partner management, compliance reviews, or monitoring processes within international organizations or NGOs.
  • Experience supporting partner due diligence, capacity assessments, and risk assessments.

Skills

  • Strong understanding of partnership management and institutional compliance frameworks to ensure effective oversight of external stakeholders.

  • Strong analytical and problem-solving skills, with the ability to identify and mitigate operational risks.

  • Demonstrated ability to work effectively in multicultural and multidisciplinary environments while maintaining professional standards.
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

Languages

IOM’s official languages are English, French, and Spanish.

Required

For this position, fluency in English and Khmer is required (oral and written).
