The Opportunity:

Join a high‑impact federal program supporting the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP). As a Senior Program Analyst, you will provide strategic oversight and analytical support to the Tethered Aerostat Radar System (TARS) Program Management Office. This mission‑driven role directly contributes to national security by ensuring TARS program operations remain effective, compliant, and aligned with CBP’s border security objectives. You will work closely with government leadership, engineering teams, logistics personnel, and acquisition specialists to ensure the program operates smoothly, efficiently, and within scope, schedule, and budget.

Responsibilities:

• Support program planning, integration, and execution of all TARS‑related functions while ensuring contract compliance and mission alignment.
• Provide senior‑level programmatic and analytical support, offering data‑driven recommendations to government leadership.
• Coordinate financial tracking, procurement analysis, and development of business case assessments.
• Prepare and support the development of reports, briefing materials, and correspondence for both internal and external stakeholders.
• Collaborate with engineering, logistics, and acquisition teams to drive cross‑functional project success.
• Identify program risks and recommend mitigation strategies to maintain continuity and operational stability.
• Represent the program in meetings, conferences, and interagency engagements.
• Ensure timely submission and quality assurance of contract deliverables including Monthly Status Reports, Financial Reports, and Ad Hoc Briefings

Qualifications:

Required:

• Bachelor’s degree in business administration, public policy, engineering, or a closely related discipline.
• Minimum of twelve (12) years of experience including:
•     – Demonstrated experience with logistics, engineering, financial management, or procurement oversight.
•     – Advanced analytical, organizational, and leadership abilities.
•     – Strong understanding of government acquisition and program management principles.
•     – Ability to manage priorities in a fast‑paced, high‑visibility environment.
•     – Exceptional verbal and written communication skills.
• Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and SharePoint.
• Positive adjudication from a CBP Background Investigation.
• Ability and willingness to travel as required by the program

Desired:

• Master’s degree in business administration, public policy, engineering, or a closely related discipline.
• Project Management Institute (PMI) Project Management Professional (PMP) certification.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$95,500-$210,100
