Job Description

Artemis is seeking two Senior Program Analysts with a technology implementation focus to support the Department of Veterans Affairs (VA) Community Care Network Next Generation (CCN NG) and Veterans Family Member Program (VFMP) through Electronic Data Interface (EDI) Support Services. In this role, you will drive multi-workstream coordination efforts spanning healthcare systems modernization, systems integration, and technical readiness initiatives across VA business and IT teams. You will serve as a critical liaison ensuring program schedules, dependencies, and deliverables align with VA enterprise-level modernization goals under TOPR 0018.

The ideal candidate is a highly organized, proactive systems thinker who thrives in complex, matrixed federal healthcare environments and can seamlessly translate technical requirements into actionable program milestones. You excel at stakeholder coordination, anticipate risks before they escalate, and bring both Agile discipline and strategic program management rigor to every initiative you touch.

Primary Responsibilities

  • Lead multi-workstream coordination efforts for CCN NG and VFMP technology implementation initiatives, managing cross-functional dependencies across VA business and IT teams to ensure schedule alignment and on-time delivery of program milestones.
  • Support Agile development cadence activities including Program Increment (PI) planning, sprint ceremonies, backlog grooming, and JIRA-based workflow optimization to maintain visibility and momentum across technical workstreams.
  • Monitor and manage program schedules, identifying and escalating schedule risks, developing mitigation strategies, and maintaining integrated master schedules that reflect real-time status across all active workstreams.
  • Facilitate stakeholder coordination and communication across VA program offices, IT organizations, and external EDI partners, preparing briefings, status reports, meeting minutes, and executive-level summaries to keep leadership informed of program health.
  • Analyze healthcare systems integration requirements and EDI workflows to identify gaps, inefficiencies, or technical readiness risks, and develop data-driven recommendations that support CCN NG modernization objectives.
  • Maintain program governance documentation including risk registers, action item logs, decision logs, and artifact repositories in accordance with VA and federal contracting standards, ensuring audit-ready program records at all times.

Minimum Qualifications

  • Minimum of 5 years of project coordination or program analysis experience, with at least 3 years directly supporting federal healthcare programs at the enterprise level.
  • Bachelor's degree in Project Management, Business Administration, Information Systems, or a closely related discipline required; Master's degree or PMP certification strongly preferred.
  • Demonstrated experience supporting VA, VHA, or other federal agency program offices on large-scale modernization, systems integration, or technical readiness initiatives within the past year.
  • Ability to obtain and maintain a VA Position of Public Trust clearance (minimum Background Investigation); active VA network access eligibility preferred.
  • Must be a U.S. citizen or authorized to work for any U.S. federal government contractor without sponsorship, in compliance with federal contracting requirements
  • Proven proficiency with Agile tools and frameworks (JIRA, SAFe, or equivalent), and demonstrated ability to coordinate PI planning events, manage backlogs, and track sprint-level deliverables across distributed teams.
