The Department of Violence Prevention (DVP) was established in 2017 to tackle the challenges with violence in Oakland. The DVP applies a public health approach to violence prevention focused on community-led intervention strategies to realize sustained safety and stability of the families and communities most impacted by violence. To achieve its mandated goals of reducing violence in Oakland, the DVP provides direct services and funds, coordinates and supports a network of violence prevention and intervention programs that prioritizes the people and places most impacted by violence. The ultimate goal is a safer and thriving Oakland for all.

The DVP is seeking a Program Analyst III, selectively certified in Violence Prevention, to serve as a Violence Prevention Liaison supporting Oakland’s focused deterrence work. This position will act as a program leader and liaison to plan and implement the Lifeline focused deterrence program, coordinate violence prevention strategies with City and community partners, and ensure focused deterrence protocols are carried out with fidelity. The role combines program leadership, staff supervision, community engagement, stakeholder coordination, outreach, and program monitoring to support interventions for people at highest risk for violence.

We are looking for someone who is:

  • Experienced in violence prevention. You bring hands-on experience delivering violence intervention and direct services to individuals at highest risk, along with the ability to lead staff and guide program direction.

What you will typically be responsible for:

  • Coordinating violence prevention strategies across DVP, public service agencies, community partners, and other system partners, and helping adjust program approaches when needed.
  • Monitoring focused deterrence strategies and protocols for fidelity and compliance, conducting home and site visits, and providing technical assistance related to focused deterrence services.
  • Designing and carrying out relentless outreach to Lifeline participants who initially decline services or disengage after enrolling and conducting custom notifications for eligible community and incarcerated individuals.
  • Supporting DVP direct practice staff by sharing relevant group and network background information connected to participant referrals and available services.
  • Building and maintaining relationships with neighborhood organizations, faith-based leaders, and violence prevention service providers, including referral networks that support participants.
  • Supervising, training, and evaluating assigned staff; providing input on direct service budgets; and supporting the selection and coordination of violence prevention grantee agencies and partners.

Qualifications

This recruitment is restricted to full-time, permanent part-time, or part-time City employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process.

Selective Certification in Violence Prevention
This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Program Analyst III positions specialized in Violence Prevention, including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.

Education:

Bachelor’s degree in criminal justice, psychology, sociology, or a related field from an accredited college or university.

Experience:

Four (4) years of relevant program administration experience in the field(s) of violence prevention/intervention programs and/or direct service programs to populations at high-risk for violence, including one (1) year of lead direction or supervisory experience.

License or Certificate / Other Requirements:

Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Desirable Qualifications:

  • Deep knowledge of violence dynamics in Oakland, including factors that drive gun violence, community conditions, and networks that contribute to an individual’s risk of involvement in violence.
  • Deep knowledge of Oakland-based resources, services, and support systems available to individuals at the highest risk of violence, including the ability to connect participants to appropriate community-based and public resources.
  • Spanish speaking is desired, but not required.

The Recruitment Process:
