ASFC Federal AFSS is seeking a Program Analyst (Grants Analyst) to provide Full-Time support to a NASA contract in Washington D.C.

The Program Analyst provides professional support services to NASA’s Office of Procurement (OP), specifically within the Procurement and Grants Policy Division (PGPD), Grant Operations Management (GOM). The role supports NASA’s enterprise-wide grants and cooperative agreement functions, including NASA guidance development, audit resolution, training development, and communications.

Location: Full-time on-site support reporting to NASA Headquarters in Washington D.C.

Responsibilities:
Federal Policy Monitoring and Analysis
• Monitor Federal-wide policy changes from Executive Orders, Office of Management and Budget (OMB), U.S. Department of Treasury, General Services Administration (GSA), Office of Science and Technology Policy (OSTP), and interagency councils.
• Identify relevance and impacts to NASA grants and cooperative agreements.
• Conduct detailed impact analyses and map changes to NASA guidance, practices, systems, templates, and workflows.
• Prepare adoption recommendations, implementation plans, and change-management artifacts (FAQs, briefings).

Policy Interpretation and Guidance
• Provide clear, consistent interpretations of Federal grant policies and NASA grant guidance.
• Develop and maintain practical reference guides and tools that support policy execution.

NOFO Compliance
• Review Notices of Funding Opportunities (NOFOs) for compliance with Federal and NASA requirements prior to release.
• Serve as a resource to program and procurement personnel.

Data Collection & Reporting Support
• Plan and support enterprise data calls to support reporting, compliance, and Agency-level decision-making.
• Assist in organizing monthly reports, charts, memos, and related documentation.

Training Development
• Support the design and development of training materials that enhance competencies in managing grants and cooperative agreements.
• Create and deliver presentation materials using platforms aligned with audience needs.

Communications & Knowledge Management
• Support enterprise-wide communication activities, including newsletters, newsflashes, website updates, and quarterly forums.
• Maintain organized documentation, ensuring clarity and accessibility.

General Program Support
• Perform professional support functions across GOM’s business areas as assigned.
• Collaborate with Mission Directorates, Centers, and HQ offices to support consistent Agency-wide practices.

Required Skills and Competencies
• Strong analytical and critical-thinking skills.
• Ability to interpret Federal and organizational policy.
• Effective communication skills, both written and verbal.
• Ability to interpret and operationalize grant statutes, regulations, and policies; eligibility requirements; and funding restrictions.
• Ability to work independently and navigate evolving work environments.
• Strong organizational skills and attention to detail.
• Experience developing training and/or technical reference materials.
• Proficiency with presentation software and professional documentation.
• Ability to prioritize and reprioritize workload in response to occasional urgent, high-visibility requests and perform effectively under tight deadlines.

Minimum Qualifications
• Bachelors degree and 5 or more years in grants management and compliance oversight; 9+ years of related experience in lieu of degree. Masters degree preferred.
• Experience with Title 2 of the Code of Federal Regulations and grants-related OMB memoranda.
• Understanding of the NASA Grant and Cooperative Agreement Manual (GCAM).
• Experience with Federal assistance processes and audit resolution are preferred.
• Certified Grants Management Specialist or Certified Grant Professional Certifications preferred, but not required.
• Experience specifically related to Federal research and development grants and cooperative agreements preferred, but not required.

Work Environment and Requirements
• Work is performed onsite at NASA Headquarters and Goddard Space Flight Center.
• Occasional travel may be required
• Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.
