The National Security Technology Accelerator (NSTXL) harvests innovative technology from the commercial and non-defense marketplace, transforming government innovation while decreasing costs, compressing timelines, and improving outcomes. We offer a unique and simplified approach to rapidly developing, demonstrating, and assessing prototypes that address various operational and installation needs, from individual Warfighter technology to large-scale installation projects. NSTXL supports technology delivery to the Department of Defense by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.

NSTXL is creating an ecosystem of innovators to collaborate and bring next-generation technologies to the end-user. Our OTAs have over 900 members from corporate, non-profit, educational, and financial institutions. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on various topics.

TheProgram Analyst Iwill analyze account transactions to ensure compliance with internal controls andfinancialpolicies. They willmaintainand reconcileprogram funding and expenditures,prepare management reports, analyze and resolve discrepancies in billings and payments and recommend improvements tofinancial managementpolicies and procedures.

The Analyst will report totheProgramFinanceDirectorand interface directly with our internal team, government customer, and project performers. Assigned taskings will be in support of a portfolio that includes dozens of simultaneously active projects at varying stages of funding and prototype lifecycle.

Essential Duties and Responsibilities

Financial Tracking andAnalysis

• Track andmaintainthe financial impacts of agreement awards and modifications within an assigned Other Transaction Agreementprogram.

• Synthesize project financial and schedule information to support liquidity requirements.

• Validate the accuracy of financial data tomaintainaudit readiness.

• Ensure financial data isaccurate, complete, and aligned with program requirements.

Invoicing andPayment Processing

• Submit invoicesin accordance withOT agreements and milestone payment schedules.

• Facilitate vendor payments, including verification of federal ID numbers, reviewing purchase orders, and resolving discrepancies

• Ensuretimelyandaccurateprocessing of invoices and paymentsin accordance withcontractual and regulatory requirements.

Reconciliation and Financial Records

• Assistwith accounting records and ledgers by reconciling monthly statements and transactions.

• Execute data entry actions within internal financial systems and dashboards.

• Maintainaccurateand organized financial records to support reporting and compliance.

Stakeholder Support and Coordination

• Interface with customers and internal teams to manage program funding receipt and availability.

• Serve as a financial liaison for performer and government inquiries, including troubleshooting requests.

• Provide responsive support to stakeholders to ensure smooth financial operations across projects.

Qualifications Expected for Position:

Required Education/Clearance

• Bachelor’s Degree in Business,Finance,Accounting,or closely related fieldor equivalent experience

• Active TS/SCI clearance

Required Experience and Abilities

• 1+ yearsoffinancial, accounting, or contracting experience with federal contracts

• Demonstrated understanding of government financial and accounting practices

• Data entryexpertisewith an emphasis on accuracy and timeliness

• Strong organizational skills and attention to detail

• Proficiencyin Microsoft Office Suite or related programs

• Ability to learn andutilizefinancial and accounting systems

• Ability tomaintainconfidential andaccuraterecords

• Ability to work in a detail-oriented, deadline-driven environment while supporting multiple active projects.

PreferredExperience and Abilities

• Direct experience working with DFAS and WAWF

Location:

• DC Metro Area, MD, VA only as this is onsite

Travel:

• Travel for this position is estimated up to ≤5%

Salary Range:

$75,000 - $95,000
