Job Description:The Office of Substance Use and Mental Health (SUMH) is seeking a Program Administrator II to oversee mental health programming. This role will focus on mental health service access and quality improvement within SUMH and across the statewide public mental health system. Initiatives will include strengthening of evidence-based practices, quality improvement, system monitoring, ensuring access to mental health services across the service continuum, and coordination with public and private partners to advance mental health service and quality improvement across the lifespan.Our ideal candidate will have:Strong knowledge of the public mental health systemUnderstanding of services and behavioral health impacts for individuals with serious mental illness (SMI) and serious emotional disturbance (SED)Understanding of behavioral health services afforded to Medicaid membersUnderstanding of Peer Support programmingBehavioral health clinical licensure, equivalent degree or professional experienceProven experience working collaboratively across multiple stakeholdersStrong written and oral communicationExamples of Duties:Manages multiple statewide or agency wide program(s). Determines and oversees program goals through Results Based Accountability measures and objectives Coordinate with internal and external partners to streamline and improve service delivery.Represents SUMH on mental health committees and councilsMonitors, oversees, and evaluates operations, programs, processes, and/or practices for quality and effectiveness; makes recommendations for quality improvement.General contract and budget management skills Provides technical assistance related to best practices for mental health service delivery across mental health systems.Supervises team with multiple responsibilities and roles related to mental healthCompletes required supervisor responsibilities in accordance with DHHS Supplemental Information:An offer of employment will be contingent on the applicant successfully passing a DHHS background check.This position may currently be a hybrid of both two (2) in-office and three (3) remote work days. Typical Qualifications:5 years experience working in the field of behavioral health or public health Is well versed in mental health service delivery across family and adult services in the public behavioral health systemExperience within a community mental health system or system which provides services to underserved individualsHas 3+ years in program monitoring and evaluationHas 3+ years of experience in audit program development and implementationHas 3+ years experience in a supervisory role, including multi layer supervisionHas experience in program development and implementation including developing and/or implementing new policies/procedures/standards and/or rules/regulationsHas the ability to manage multiple tasks and projects simultaneouslyHas experience in facilitating cross-agency collaborationDemonstrates strong professional writing and communication skillsHas ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writingIs able to write, analyze and complete contracts with partnering agencies.Is adept at interacting professionally with all levels of management, and dealing with people in a manner which shows sensitivity, tact, and professionalism.Is self motivated with the ability to set goals and complete tasks within a hybrid environmentHas ability to travel in accordance with job requirements
