GENERAL STATEMENT OF JOB

Under limited supervision, this position develops and implements, grant-funded correctional facility and court programs, other forensic services, maintain policies and procedures, organizational plans and quality assurance process. Reports to the Clinical Manager.

ESSENTIAL JOB FUNCTIONS

Ensures compliance with city, state, and federal rules, regulations, etc.; manages programs to ensure attainment of state mandatory program standard performance contract requirements; and monitors programmatic aspects of contractual services agreements for compliance with scope of service and program evaluation criteria.

Implement and evaluate program policies and procedures in order to provide effective forensic services in compliance with federal, state, and local guidelines and regulations.

Reviews and submits monthly, quarterly, and annual reports for grant program.

Compiles forensic program performance data on a quarterly and annual basis; prepares written reports and other statistical data as required annually; and assigns clients to caseload and monitor ratio for state's compliance.

Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.

Supervises staff in the delivery of forensic services and programs; complies with all policies and procedures; supervises staff to ensure timely completion of work; completes chart audits on admission and discharges.

Ensures that the approaches to treatment are evidence based and consistent with recognized treatment principles approved and supported by behavioral healthcare services.

Experience working within the state and community services board setting.

Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace.

Knows and understands the expectations of the city regarding the activities of the department and works to see that these expectations are met. Designs and formulates ways, means and timing to achieve the goals and objectives of the department and the city. Within the constraints of city policy, formulates the appropriate strategy and tactics for achieving departmental and city objectives. Organizes, arranges and allocates manpower, financial and other designated resources in an efficient and effective way so as to achieve the goals and objectives of the department and city.

Organizing: Organizes work and that of subordinate staff. Ensures staff members are aware of expectations and that they are regularly and appropriately informed of all city and department matters affecting them and/or concern to them.

Staffing: Works with other city officials and management to select and recommend employment of personnel for the department who are qualified both technically and philosophically to meet the needs of the department and city. Personally, directs the development and training of department personnel in order to ensure they are properly oriented and trained.

Leading: Provides a work environment which encourages clear and open communications. Has a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied. Provides adequate feedback to staff so that they know whether their performance levels are satisfactory. Commends and rewards employees for outstanding performance yet does not hesitate to take disciplinary action when necessary. Exercises enthusiasm in influencing and guiding others toward the achievement of city goals and objectives.

Qualifications

EDUCATION & EXPERIENCE

Requires a Bachelor’s Degree in Psychology, Social Sciences or a related field, and 3-5 years of experience developing and implementing individual service plans for individuals recovering from mental health, substance use and co-occurring disorders; and 1 - 3 years of experience supervising staff in a community mental health correctional facility setting; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

SPECIAL REQUIREMENTS

Requires a professional certification in the State of Virginia as a Qualified Mental Health Professional Adult (QMHP-A) or eligible for QMHP-Trainee.

Must be able to obtain required qualifications to be a certified preadmission screening clinician as defined by the Virginia Department of Behavioral Health and Developmental Services within 90 days from date of hire as a condition of employment.

Certified Substance Abuse Counselor (CSAC), Licensed eligible for Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW), preferred.

Must have Red Cross Cardiopulmonary Resuscitation (CPR) and First Aid Certifications or have the ability to obtain certifications within 90 days from date of hire and maintain them as a condition of employment.

An acceptable general background check to include a local, state and federal criminal history check and sex offender registry check.

A valid driver’s license with an acceptable driving record.

In the event of a declared emergency in the City of Portsmouth, individuals in this position are required to work shelter duty and may be called on to perform duties as required to provide for the safety and care of the citizens of the community.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
