Summary

District Court is seeking qualified candidates to apply for the Program Administrator position. This position plans, directs, oversees, coordinates, reviews and evaluates the work of staff and volunteers providing support to a county program or service unit; provides planning, oversight, technical assistance, review, and evaluation to such programs; acts as the departmental and District Court liaison with other District Court departments, service providers and funding sources for assigned programs for District Court's Specialty Court's division.

This class provides a variety of oversight, coordinative and program management or support to direct client service or other service program dealing in County social service, court system, family service, juvenile justice service, district attorney, and/or other County service departments were dealing with the public is a major function or in a Countywide program supporting a Countywide initiative. While the specific program parameters and goals may vary, all are characterized by three factors: direct provision of some type of service to County citizens or support of a Countywide program, required supervision of staff, volunteers, and/or third-party vendors in the provision of such services, and the need for programmatic review and evaluation to ensure effective provision of services. This class is distinguished from other County administrative classes in that the focus of the work is on program organization and administration, rather than upon a specific professional knowledge in a specific area.

This examination will establish an eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by District Court Human Resources.

This position is confidential and is excluded from membership in the union.

Examples of duties

Education and Experience: Bachelor's Degree in Business, Public Administration or a field related to the programmatic or service area to which assigned AND four (4) years of full-time professional and/or administrative experience in an area related to assigned program or unit. Prior lead or supervisory experience is desirable. Equivalent combinations of education and experience may be considered. An advanced degree in appropriate field preferred.

Working Conditions: Attend meetings outside of normal working hours.

Licensing and Certification: Specified positions may require possession of valid Nevada Class C driver's license at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Qualifications

  • Plans, organizes, assigns, supervises, reviews and evaluates the work of professional, technical and/or support staff.
  • Recommends selection of staff; trains staff in work procedures; administers discipline as required.
  • Directs and or recruits, trains and reviews the work of volunteers; ensures their effective use within the program or service unit requirements.
  • Plans goals, objectives, policies and work standards for the program or unit; provides input into the program's budget.
  • Develops and modifies techniques and formats to evaluate pilot or current program or unit effectiveness and to determine the need for modification and/or new program development.
  • Researches and develops alternatives; ensures that the program or unit is meeting the departmental mission; locates funding sources, service deliverers and other resources; designs and implements program procedures and manuals.
  • Contributes to the overall quality of the program's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Monitors assigned program or programs; ensures compliance with departmental mission, funding source regulations and other guidelines.
  • Acts as the program/service unit and County representative with other departments, community organizations and public and private service providers, funding sources, community and business organizations; answers questions, resolves problems and provides information and technical assistance as required.
  • Makes presentations to a variety of community groups; promotes the programs through developing contacts with various organizations and through media announcements.
  • Monitors changes in legislation that may effect program/service unit operations or service delivery; evaluates their effect upon program or unit activities and recommends appropriate policy and procedure modifications.
  • Maintains or directs the maintenance of accurate records and files.
  • Prepares a variety of correspondence, reports, policies, procedures, program documentation and other written materials.
  • May provide staff support and guidance to a policy board or committee.
  • Uses standard office equipment, including a computer, in the course of the work.
  • May drive a motor vehicle to attend meetings and visit various work sites.
