This position provides support to the Naval Air Systems Command (NAVAIR) PMX-201 (Precision Strike Weapons) Joint Program Office that manages Small Diameter Bomb Increment II (SDB II) and Navy Bomb Rack development, integration, and production. The successful candidate will support the planning and coordination for current and future SDB II weapon production. The candidate will develop and coordinate program documentation and briefing materials to clearly communicate program objectives and support program execution within established cost, schedule, and performance parameters. In addition, candidate will analyze customer requirements, drafts program documentation, evaluate prime contractor proposals, and support negotiations of weapon lot procurements. Prior knowledge of munitions production and NAVAIR acquisition is preferred.
Communicating/interfacing with the prime contractor and any other Government stakeholders to meet program objectives.
Maintain situational awareness of weapon production status (cost/schedule/performance) and issues.
Ability to draft contract documentation for Requests for Proposals (RFP), and related attachments: Statement of Objectives, Pricing Tables, Contract Data Requirements List (CDRLs), Cost and Software Data Reporting (CSDR) Plan, DoD Contract Security Classification Specification (DD254), etc.
Ability to perform technical evaluations of proposals, adjudicate ground rules and assumptions, collect inputs from others, and work Requests for Information to closure
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
A Bachelor's degree plus 12 years of relevant experience or a Master’s degree plus 10 years of relevant experience.
Must be able to obtain a Secret security clearance; Active Secret clearance preferred.
Must be able to support a minimum of 25% (one week) of travel per month.
Must be able to work varied/flexible hours as needed.
Must have effective communication skills both orally and in writing.
Experience with DoD weapons systems acquisition; Requirements development and verification support; risk management; configuration management; Systems Engineering Technical Reviews such as System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Production Readiness Review (PRR).
Become and maintain familiarity with program funding and contracting types.
Familiarity with Bill of Materials and supplier quotes, Operations Labor models, ability to formulate going-in/objective rationale, and provide recommendations to customer.
