The City of Torrance is recruiting for PRODUCTION ASSISTANTto be part of the Torrance Communications Team!


The Division
The Communications Division is responsible for managing and coordinating all aspects of the City’s external communications. The division works to ensure clear, consistent, and transparent messaging across all platforms—enhancing public trust, civic engagement, and awareness of City programs, services, and initiatives. The Division also manages Torrance Community Television (Public Access) and provides live coverage of bi-monthly City Council meetings on social media and Torrance CitiCABLE; our City’s award-winning government access cable television channel, providing quality television programming for the community since 1983.

The Position

This position supports the City’s multimedia communications by assisting with video production, editing, graphics, and content distribution across social media, digital platforms, public access television, and CitiCABLE. Duties include capturing content at City meetings and community events, operating professional cameras and stabilization equipment, and supporting live and recorded multi-camera productions. The role works with City staff to produce timely, accurate, accessible, and engaging content that promotes transparency, community awareness, and civic engagement.

The City of Torrance is currently hiring one full-time and several part-time positions.

Work is performed indoors and outdoors. Work involves frequently changing work priorities and the ability to meet deadlines. There will be off-site assignments and attendance at off-site meetings. Work may be required in the evenings and weekends as needed.

Examples of duties

Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the knowledge and skills would be:

Associate’s degree or higher in fields such as: Film or Video Production, Communications, Digital Media, Multimedia Production, Television Production.

One (1) to three (3) years of experience in digital content creation, social media management, video production or a related field. Experience supporting broadcast operations, live multi-camera production environments, and control room systems used in television or municipal cable operations. Experience with broadcast graphics and playback systems such as Ross Video Quorum and Ross Video XPression, as well as video editing and motion graphics software including Adobe After Effects.

Experience working within a municipal cable television operation and supporting various control room systems is desirable. Equivalent combinations of education and experience may be considered.

License/Certification Required

Must possess a valid Class C California Driver’s License.

Successful candidates will possess the following:

  • Video Production Expertise – Strong hands-on experience with cameras, lighting, audio, and production equipment.
  • Live Broadcast Experience – Experience with multi-camera productions, livestreams, and broadcast operations.
  • Editing & Digital Content – Proficiency in video editing, graphics, motion graphics, and social media content creation.
  • Technical Problem-Solving – Ability to troubleshoot equipment and resolve issues quickly during productions.
  • Creativity & Visual Storytelling – Ability to produce engaging, professional, and visually compelling content.
  • Communication & Adaptability – Strong collaboration skills and ability to manage changing priorities and deadlines.

Performance Test: Weighted 40%
Panel Interview: Weighted 60%
