Job Description

LMI is seeking a highly skilled Technical Product Owner to support both the System Team and Platform Team within the Army Training Information System (ATIS) Agile Release Train (ART). This role is critical for driving technical excellence, ensuring infrastructure readiness, and supporting continuous integration, delivery, and security across the ATIS ecosystem. The Technical Product Owner will manage backlogs that balance architectural runway, platform stability, and technical enablers to meet mission needs.

Responsibilities

  • Serve as the Technical Product Owner for the System Team and Platform Team, managing team backlogs with a focus on infrastructure, platform engineering, DevSecOps, and system-level enablers.
  • Work closely with System Architects, Release Train Engineers (RTEs), and other Product Owners to align backlog priorities with the ATIS Architectural Runway and technical roadmap.
  • Collaborate with cybersecurity, DevSecOps, and development teams to ensure platform stability, security compliance, and scalability.
  • Facilitate backlog refinement sessions, ensuring stories and features are well-defined, technically sound, and aligned with program objectives.
  • Lead technical planning and prioritization for key initiatives including environment setup, automation, integration pipelines, infrastructure as code, and security hardening.
  • Ensure smooth coordination between the System Team, Platform Team, and feature development teams, removing blockers and managing cross-team dependencies.
  • Support SAFe Program Increment (PI) Planning, System Demos, and Inspect & Adapt events.
  • Track key metrics related to system performance, technical debt, and infrastructure readiness, reporting progress to leadership and stakeholders.
  • Promote a culture of technical excellence, continuous improvement, and proactive risk management across the teams.
  • Provide technical leadership for functional SMEs and engineers including cyber, data, test automation, DevSecOps, system administration, and cloud architecture and engineering.
  • Align test strategy, in coordination with the test lead, across applications and environments by coordinating with test engineers and developers to ensure comprehensive, automated test coverage is integrated into the CI/CD pipeline.

Qualifications

  • Active Secret security clearance.
  • Bachelor’s Degree in Computer Science, Engineering, or a related technical field.
  • 5+ years of experience providing direct support to the Department of Defense (DoD).
  • 2+ years of experience directly supporting ATIS Architecture
  • Certified SAFe Product Owner/Product Manager (POPM) and SAFe DevOps Practitioner (both required).
  • Deep technical knowledge of infrastructure, cloud platforms (AWS preferred), CI/CD pipelines, and security requirements.
  • Proven ability to translate complex requirements into actionable backlog items and narratives that resonate with both technical teams and program stakeholders.
  • Strong collaboration, communication, and problem-solving skills, with experience working across highly technical teams.

Preferred Qualifications:

  • Master’s Degree in a related technical field.
  • Advanced SAFe certifications (e.g., SAFe Architect).
  • Experience with Army enterprise platforms, cybersecurity compliance (RMF, STIGs), and infrastructure modernization.
  • Familiarity with tools such as Jira, Azure DevOps, GitLab, and infrastructure-as-code technologies.
  • Background in platform engineering, system integration, and cross-domain solution design.

Travel Requirements:

  • Occasional travel required (e.g., quarterly for PI Planning, technical syncs, and major delivery milestones).

Target salary range: $130,000 - 165,000
